TPWD MISSION

To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

GENERAL DESCRIPTION:

NOTE: This posting is hiring for 6 positions, one position within each State Parks’ regional office throughout the state.

Under the direction of the Regional Director in State Parks Regions 1 through 6, the Regional Field Operations Lead is responsible for assisting in the overall management and operations within Region 1 through 6 State Parks, a multi-county region with office location in either Fort Davis, Rockport, Bastrop, Houston, Waco and Tyler, Texas. Guides efforts of an occupationally diverse and geographically dispersed workforce to ensure all work efforts reflect and advance TPWD’s Mission and Core Values and ensures exceptional service and outdoor experiences to the visiting public. Specific areas of responsibility include stewardship and management of natural and cultural resources, human resources management to include recruitment and development of a diverse and effective workforce, interpretation and education, visitor services, public safety, marketing, revenue collection and administration and the preservation and protection of approximately six to nine state park sites. Strategically develops, applies and manages all available resources to attract and serve a diverse and growing constituency and to recruit and develop a workforce that reflects the diversity of the communities and the constituents within region 1 through 6. Effectively coordinates with appropriate Regional and Austin-based program staff and personnel from other divisions, other agencies, and local and state elected officials on matters affecting areas and programs within the region. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.


Qualifications


MINIMUM QUALIFICATIONS:

Education:

Graduation from an accredited college or university with a Bachelor's degree.


Experience:

Six years management experience in planning, directing and managing parks, park-related programs or relatable operations;

Six years experience in personnel management, resource conservation, interpretation/education, public relations or maintenance.

NOTE: Experience may have occurred concurrently.


Licensure:

Must possess or be able to obtain, within 30 days of employment, a valid class “C” Texas driver’s license.

NOTE: Retention of position contingent upon obtaining and maintaining required license.


ACCEPTABLE SUBSTITUTIONS:

Education:

TPWD employees hired prior to January 1, 1998, with a minimum of sixty semester hours may substitute two years of TPWD experience in park management experience in planning, directing and managing parks, park-related programs or relatable operations for the required degree.


PREFERRED QUALIFICATIONS:

Education:

Graduation from an accredited college or university with a Bachelor’s degree in Park Administration, Recreation and Parks, Wildlife/Fisheries Science, Natural and/or Cultural Resource Management, Forestry, Biology, Anthropology, Archeology or History.


Experience:

Experience managing a park with overnight and day use visitation;

Experience setting goals and expectations and in providing follow through measures for a multi-disciplinary team;

Experience developing and leading staff training and team meetings;

Experience working with external partners to include state and local elected and appointed officials, nonprofit partners, granting institutions and other government agencies.


KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of strategic and organizational planning and execution;

Knowledge of all phases of park administration and operations;

Skill in using MS Word, Excel and Outlook;

Skill in effective verbal and written communication;

Skill in managing interpretive and educational programs;

Skill in providing management of law enforcement, emergency services and safety programs for park operations;

Skill in financial operations to include budget preparation, resource allocation, fee collection and revenue management, procurement and concession/retail operations;

Skill in general park operations and facility management;

Skill in managing of natural and cultural resources and ensuring compliance with applicable resource laws;

Skill in policies and practices in personnel/human resource functions, including supervision, recruitment, selection, training, regulations and procedures;

Ability to manage a regional organization and to select, train, counsel, mentor, develop, and discipline employees;

Ability to develop and maintain effective working relationships with elected officials, other agencies, other divisions, the media, and to build local support for a park operation;

Ability to work with diverse constituencies and populations;

Ability to perform work activities in accordance with TPWD safety program.


WORKING CONDITIONS:

Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday;

Required to work on holidays, weekends and hours other than 8:00 a.m. to 5:00 p.m. as necessary;

Required to work overtime as necessary;

Required to operate a State vehicle;

Required to travel 35% with possible overnight stays;

Required to conform to TPWD dress and grooming standards, work rules and safety standards;

Non-smoking environment in State buildings and vehicles.
