Description of Job

The position will provide an opportunity to engage with the Public Private Partnership Collaboration Unit on real estate projects that are currently underway, craft transaction models, negotiate costs and construction models, and project implementation systems on State land. Under the supervision of the Pubic Private Partnership Director, the role will be responsible for execution, management, and delivery of multiple redevelopment projects on State assets or land. The position will be responsible for managing predevelopment activities including the potential risks, construction costs, and stakeholders to identify equitable development opportunities and outcomes.

The Project Manager will evaluate and engage a variety of potential funding sources and partners, and will be able to provide conceptual and final budgets for the project(s) and ensure feasibility during implementation. The Project Manager will analyze Local, State, and Federal programs to support the deal structuring while making recommendations on goals, metrics, outcomes, and risk allocation.

A summary of the duties and responsibilities will include, but are not limited to, the following:

  • Oversee all aspects of the project(s) and all aspects related to planning, design, construction, and occupancy of the project.
  • Prepare and maintain predevelopment budget, construction costs, operating budget, multi-year cash flow, project timeline, and other project underwriting as required.
  • Serve as the primary point of contact with third parties and stakeholders including partner agencies and community organizations while collaborating with internal and external partners. Organize forums, walking tours, conferences and other community events with the Public-Private Partnership Director. Advise and convene all relevant stakeholders around the project.
  • Identify potential assets or sites and conduct due diligence around the site(s).
  • Prepare project feasibility analysis and make recommendations to the Public Private Partnership Director and other senior leadership for advancing the project. Facilitate community and public agency support and approvals of changes required to adjust the market, including zoning, permitting, and financing requirements.
  • Manage scope and solicitation development, bidding/pricing process for inclusion in the final project budget(s), and review legal documents for structuring with legal counsel, risk management, and tax issues. Coordinate with the contracted vendor(s), staff, etc. to identify and perform and manage outsourced services for the project(s).
  • Lead regular project meetings with consultants and external partners, attend project related meetings to ensure all projects are properly coordinated and communicated to internal stakeholders as required.
  • Review all related third party produced material to include plans, financials, strategy, or policy documents and present them to the Public Private Partnership Director. Ensure alignment with project scope, and quality expectations as well as identify any possible opportunities or constraints for the implementation of the project. Advise Public Private Partnership Director and other senior leadership regarding advancement of the project.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS:
  • Experience only:
At least eight years of operational experience related to real estate analysis and/or construction project development which includes knowledge of project management theories and practices application to projects of moderate scope; systems and procedures used to evaluate third-party vendor’s performance.
OR

  • Education and Experience:

At least a Bachelor's degree from an accredited institution in Architecture, Planning, Community or Economic Development, Business, Construction or a field of study related to the work assignment AND at least four years of operational experience related to real estate analysis and/or construction project development which includes knowledge of project management theories and practices application to projects of moderate scope; systems and procedures used to evaluate third-party vendor’s performance.
Additional appropriate education will substitute for the required experience on a year-for-year basis.
The exceptional candidate will possess the proven ability or accomplishment in the following preferred qualifications:
  • Previous State Service related to the work assigned to the position

  • Knowledge of the State of Colorado development, economic, social, and political contexts.
  • GIS or similar mapping skills
  • Knowledge of real estate and capital project development processes to include pre-development feasibility, design, and construction processes, as well as lease-up and occupancy.
  • Knowledge of governmental (Federal, State, and Local) relationships and jurisdictions.
  • Knowledge of community organizing and neighborhood development techniques, equitable economic development principles.
  • Knowledge of municipal development regulations, governmental procurement procedures.
  • Knowledge of techniques for ensuring diversity, inclusion, and equity in all work.
  • Experienced in planning and forecasting timelines of moderate to large projects successfully.
  • Experienced in assessing project risks and opportunities.
  • Detailed analytical and problem-solving skills.
  • Strong time management skills.
  • Knowledge of generation of process documentation.
  • Ability to build presentations and present to internal and external stakeholders.
  • Knowledge in architectural/engineering drawings, specifications, and comprehensive cost estimates for moderate to large projects.
  • Real Estate License (obtained or in process).
  • Certified Associate in Project Management or Project Management Professional (PMP) Certification
