I. Summary of Position

The Technical Director of Programs will be responsible for leading the technical team and interventions, ensuring relevance, quality and increasing impact. He/she will be asked to establish and monitor the various multi-sector programs of the Haiti mission and provide input on new projects and technical processes.

Purpose

Through your position as Technical Director of Programs for the Haiti mission, you will be responsible for coordinating the various projects currently in place on the mission, anticipating and prospecting for our possible future positioning in Haiti.

Engagement

As such, you will actively participate in technical meetings organized by the different national authorities in charge of the WaSH (National Directorate of Drinking Water and Sanitation), Nutrition (Sector Table of the Ministry of Public Health and Population) and SAME (National Coordination of Food Security) sectors. You will also be responsible for ensuring the active participation of the Haiti mission in the various thematic commissions of the Cadre de Liaison Inter-NGO's (CLIO), an association of the main international and national organizations in Haiti.

Delivery

Your role will be to propose innovative approaches to strengthen the impact of Action Against Hunger-USA’s activities in Haiti.

II. Essential job duties

Ensure the relevance and technical efficiency of ongoing projects by defining the technical directions to be followed and ensuring their evolution/adaptation as necessary;

Contribute to the development of future project proposals by proposing the most appropriate technical options according to the objectives and contextual specificities;

Contribute to the production of project reports by ensuring their relevance and technical consistency;

Ensure the continuous technical reinforcement of the technical teams, both at the Coordination level and at the Bases;

ü Coordinate and ensure the technical follow-up of ongoing programs and projects;

ü Ensure the technical quality of reporting of activities internally and to donors;

ü Identify, support, evaluate and technically reinforce the mission's collaborators and more specifically the technical referents of the WaSH, Nutrition and SAME sectors;

Contribute to the development of the mission with a view to relevance, technical innovation and quality of programs and projects;

Ensure the representativeness and communication of Action Against Hunger in Haiti.

III. Supervisory Responsibilities

You will supervise all WaSH, Nutrition and Food Security & Livelihoods (SAME) technical referents to advise, guide and strengthen the technical skills of the operational teams in the field.

I. Required Qualifications and Professional Experience

ü Strong knowledge of development economics, value chain and market strengthening approaches, including remittance-based interventions.

ü Degree in agronomy related to food security and livelihoods or engineering degree in water and sanitation techniques.

ü Good computer skills demonstrating proficiency in Microsoft Office: Excel, MS word and Power point ;

ü Fluency in French and English.

ü Good experience in team management

ü 5 and 7 years’ experience in similar technical coordination or highly technical project management positions.

II. Required Skills & Competencies

Significant experience in food security and nutrition

Knowledge of the WASH and nutrition sector

Knowledge of development approaches, value chain and market strengthening.

Demonstrated knowledge of integrated approach in emergency or development interventions

Good experience in development contexts and monitoring multi-year projects.

Extensive international work experience

Mastery of the Pack Office

ü Mastery of project cycle management and Logframe

Very good writing skills

Teamwork and working under pressure

Knowledge of donor submission processes (UNICEF, ECHO, EUROPEAID, USAID, OCHA...)
