This posting will create an eligibility list for Substation Designer II in SMUD's Substation, Metering and Telecomm department. This list will be used to fill any current and future limited term and full-time vacancies over the next 2 (two) years.


Introduction

SMUD has set the most ambitious carbon reduction goal of any utility in the United States with its 2030 Zero Carbon Plan. As part of the plan, variety of new substations will be designed and built and SMUD's network will be upgraded to accommodate the renewable energies interconnection. Meanwhile, the existing aging substation facilities need to be upgraded.

SMUD is currently looking to fill a Substation Designer position (either I (REQID 450), II or III (REQID 452))* that will mainly perform substation design work and other tasks described in the job description. In this position the successful candidate will work on transmission and distribution substation projects including developing drawings and DCN (Design Change Notice) packages and complete other projects as well. The successful candidate will work closely with substation design engineers, designers and other SMUD team members to complete the tasks assigned.

Purpose

Under general supervision, performs the design of more complex distribution lines and facilities and completes routine drafting and drawing design work for substations. Incumbents perform assigned tasks in all areas and may rotate through various assignments.

Nature and Scope

This series is assigned to distribution services. The Engineering Designer II classification is the intermediate level of the Designer series. Employees in this class perform the full scope of the line design process including the design of the more complex distribution lines and facilities. Incumbents are required to advance to the Designer III level by learning design and construction practices and processes necessary to perform higher-level design and coordination work.

Duties and Responsibilities

Work may include, but is not limited to, the following: (NOTE: While in general all the functions and requirements listed are essential, individual positions and/or locations may not require all duties be performed.)


  • Engineering Designer I and III: This class is differentiated from the Engineering Designer I level by its independence of producing basic line design jobs, and the complexity and technical difficulty of the work. Engineering Designer III will perform these duties as a fully qualified and experienced journey level.
  • Performs computer aided design CAD and manual drafting processes and systems.
  • Creates and revises engineering drawings; follows design guidelines, drafting/mapping standards, construction methods, processes, terminology and procedures associated with distribution line and substation design.
  • Performs all elements related to the design and job closure of basic distribution lines and facilities including inspections.
  • Perform field investigations to gather data necessary for the development of job packages.
  • Performs the basic types of overhead and underground line design such as those for meter and service, night-lights, line extensions, and subdivisions; learns to perform the design of more complex distribution lines and facilities.
  • Advises customers, electricians, and contractors of proper locations of meter and service points, minimum sizes and types of wire and switches required by various codes and standards.
  • Assists in determining the need for permits, rights-of-way, easements, and encroachments and to work with the appropriate agencies, customers, developers, and property owners to obtain the required documents.
  • Takes customer calls and initiates and updates service orders and account information through the CIS computer system.
  • Compiles information from customers necessary to prepare and release work packages.
  • Clears brush and other obstructions as needed to support work in the field.

Required Education

Equivalent to completion of sufficient formal and/or informal education to provide the necessary knowledge and skills.

Knowledge Of

Basic electrical distribution system design, operating principles, line design and construction standards, terminology, and symbols; mathematics, including algebra and trigonometry; basic calculations of electrical quantities, strengths, tensions, and clearances; materials, apparatus, equipment, and tools used in the electric utility industry; state construction codes and District standards; materials, methods, and equipment used in mechanical, free hand, and AutoCAD drawing and lettering; functions, authorities, and procedures of outside governmental agencies and other utilities.

Skills To

Operate computer based tools including computer aided design CAD systems, cost estimating and materials management, work management and document management systems; understand and apply electrical distribution line design basis and criteria; design work order packages for less complex and technical line construction projects; accurately develop/revise work sketches, facilities maps, and other engineering drawings; interpret and/or prepare a variety of maps, plans, survey notes, land/right-of-way documents, and construction plans; solve math problems using algebra and trigonometry; safely operate vehicles such as pickup trucks and vans; operate a personal computer and use application software such as word processing and spreadsheet applications; process and file documents according to established policies and procedures; apply safety regulations and construction codes; safely perform technical work in the field environment such as survey support, marking, taking measurements, and tracing wires; understand and utilize District policies, practices, procedures, rates, rules and service requirements; communicate effectively both orally and in writing; work with numbering and/or indexing systems.

Desirable Qualifications

  • Experience with AutoCAD
  • 1-3 years experience designing substations or other electrical facilities
  • Knowledge of electrical circuitry

On-site Work

This role will be an on-site role that will require being in person at one of SMUD's campuses daily to complete work tasks.
