The Staff Associate II will support evaluation and research efforts for the National Center for Disaster Preparedness (NCDP). Reporting to the Research Scientist, overseeing the training and education research initiatives, the Staff Associate II will help design and execute pre / post testing and measurement plans to improve training performance and achieve quantitative objectives for a post disaster economic recovery / housing training program; organize and analyze relevant data from online surveys to identify trends, patterns, and exceptions and quickly develop hypotheses for further investigation and action; conduct literature reviews and other analyses of disaster related research in support of web based course development and then evaluate such efforts, including, but not limited to COVID-19 as well as other housing and economic recovery recommendations related to disaster readiness and response; and recommend instructional design approaches focused on the ADDIE instructional systems design model. Provide research support to the Director NCDP on other NCDP projects as necessary.

Duties and Responsibilities include:

  • Assist to design and execute pre/post testing and measurement plans to improve training performance and achieve quantitative objectives. Collect and examine paper and web-based test data instantaneously utilizing Zipgrade, SPSS, and STATA software programs.
  • Organize and analyze relevant data from online surveys to identify trends, patterns, and exceptions and collaborate with the PI to quickly develop hypotheses for further investigation and action. Create Likert scale and open-ended questions in Qualtrix/Articulate Storyline. Develop complex surveys with branching functionality, as based on the learner’s functional roles during disasters.
  • Conduct literature reviews and other analyses of disaster related research in support of web-based course development and evaluate such efforts including, but not limited to, COVID-19 as well as other housing and economic recovery recommendations related to disaster readiness and response.
  • Recommend instructional design approaches focused on the ADDIE instructional system design model.
  • Support project efforts for other disaster related projects and initiatives as assigned.
  • The Staff Associate II will work closely within the prescribed guidelines to carry out assigned duties but will be expected to exercise some limited discretion.
  • The Staff Associate II will report directly to Thomas Chandler, Deputy Director Research Scientist.

Qualifications

  • Bachelor’s degree in instructional design, regional or urban planning, economics, education, public policy or related field and at least 4 years of related experience required. A Master’s degree in related field of study can substitute for 2 years of experience.
  • Knowledge of the evaluation protocols and scientific methods of analysis.
  • Proficient use of the SPSS statistical software package required.
  • Must have the ability to use analytical skills to solve complex problems as based on Federal guidelines, protocols, and procedures.
  • Must be able to operate and maintain distance learning equipment, computers, software, learning management system and research/evaluation tools in support of the project.
  • Ability to travel throughout the U.S. to conduct trainings required.
  • Must be able to assist in facilitating group discussions and activities outlined within a FEMA approved curriculum.
  • Must be able to manage basic classroom technology, including a desktop computer and projector, and be able to lift at least 15 pounds.

Appointments are made on a fiscal year basis and are eligible for renewal each July 1st, contingent upon performance and funding.

The search will remain open for at least 30 days after the ad appears and will continue until the position is filled.
