PRIMARY PURPOSE OF POSITION

Sr. Rate Analyst will primarily focus on economic and financial tasks connected to developing and maintaining rates used to charge Delmarva Power's Delaware Electric and Gas, and Atlantic City Electric's New Jersey ("The Company's") distribution customers. Position may be required to work extended hours, including for coverage during storms or other energy delivery emergencies.


PRIMARY DUTIES AND ACCOUNTABILITIES

  • In-depth working knowledge of the Company's retail electric and gas rates, related policies, terms, conditions, and rules, to ensure fair and consistent application and administration.
  • Development and maintenance of rates and associated tariffs, preparation of responses to external and internal inquiries regarding rate calculations, preparing rate filings with state utility commissions, and the execution of Regulatory directives regarding changes for the billing of services.
  • Prepare, review, and present testimony in support of rate filings petitions with the public utility commission (e.g., the NJ Board of Public Utilities) using analytical skills and an in-depth working knowledge of electric service tariffs, economic and financial concepts, and standards unique to the electric utility industry. This includes computing and compiling the necessary calculations, as well as communicating both verbally and in writing support of such calculations, prepared in relation to filing submissions, responses to questions or request for additional data, as well as providing rebuttal arguments in support of the Company's positions. Most notably, this activity includes supporting the development and preparation of cost of service studies and rate design for pricing of retail electric and gas services associated with rate filing petitions.
  • Additional examples of activities prepared in connection with the above-described activities includes preparing typical bill reports, bill impact studies, compiling customer usage information and related data .
  • Execution of these activities often involves documentation of processes, procedures and communications

JOB SCOPE

  • 'Responsibilities include project leadership role associated with organizing Company departments in the preparation, interpretation and execution of customer rates and tariffs.
  • Leadership skills are also necessary through provision of quality assurance and quality control in review of peer's work and data provided from departments across the organization.
  • Requests for information or analyses can be both performed independently, as well as require collaborative teamwork in executing.
  • Comprehensive written and oral communications are necessary in relation to preparing testimony and various internal and external communications in relation to company billing rates.
  • Tact, persuasiveness, and perseverance is often necessary in defending and supporting existing, as well as proposed rates.
  • Participation as the department representative on various internal cross-functional Company projects, as well as external working groups.
  • Adaptability is often required as the work is diversified in nature and can often involve subject matter covering a variety of financial, economic and operational areas.
  • Work involves extensive use of Microsoft Word and Excel, as well as general proficiency with the Company's customer billing system reports.

Qualifications

MINIMUM QUALIFICATIONS

  • BA or BS degree and 4-8 years relevant experience, with a minimum of 2-4 years in Company areas relating to finance, regulatory activities, or retail rate application, OR in lieu of bachelor's degree, 6-9 years of relevant experience is required.

  • Proficiency in word processing, spreadsheet, and presentation programs

  • Strong analytical and detail orientation skills on a diverse range of subject matter

  • Strong written and oral communication skills

  • Ability to work independently and in team settings with minimal supervision
