Position Description
Responsible for supporting ATI and various Government sponsors for subject matter expertise, project management, operational analyses and reporting, with emphasis on the U.S. Marine Corps, to include changes in operational and functional concepts, capability assessment and evaluation, organizational transformation, and investments in major transformational capabilities. Primary emphasis on project planning, coordination with sponsors, headquarters staffs and operational forces, research, assessment/evaluation development and execution, and client/sponsor management and communication. This includes managing and assisting in managing operations and logistics assessment and experimentation related projects and activities as well as producing, editing, and delivering written and verbal after action reports and briefs.
Major Responsibilities
The candidate must be capable of independently managing and executing a wide range of project tasks, to include researching related policy, procedures, and plans, then, with delegated authority, leading planning, organizing, and tracking all project activities within the expeditionary operations programs. The candidate must be capable of leading and/or working as the member of a team supporting the development and execution of sponsor events. to include but not limited to developing Concepts of Operations that support the operational forces in mission execution, while simultaneously supporting data analysis and evaluation of technology or tactics, techniques, or procedures incorporated in evaluation plans. The candidate must also be capable of organizing and integrating all logistics-related pre-exercise planning and coordination. The candidate must be strongly capable of communicating and coordinating with sponsor leadership, and of interfacing with senior-level military organizations in order to report and brief project results and after action information.
Critical Job Functions

  • Conduct coordination with project sponsors, technologies, and operational forces.
  • Develop Assessment and Data Collections Plans that will capture the essence of experiments and demonstration.
  • Execute Assessment/Experimentation Plan to include setup and data collections, and data analysis on completion.
  • Serve as technical and managerial advisor on matters pertaining to operations, logistics and experimentation policies, procedures, and objectives.
  • Provide periodic evaluations and continuing surveillance of assessment and experimentation activities for compliance with program management directives.
  • Draft event reports for submission to government sponsors.
  • Provide briefs in support of events to include status updates, planning and coordination, and final event outcomes.
  • Work closely with base Range Control personnel to ensure ranges are properly locked on and technology waivers and certifications are submitted to appropriate personnel.
  • Conduct Operational Force Integration and Engagement (OFI&E) with military units to include Feasibility of Support messages, range coordination, logistics requirements, and warfighter feedback.
  • Proficient at Microsoft Office to include, Power Point, Word, and Excel.

Qualifications
The candidate must be capable of providing domain and subject matter expertise, and act as the link between the sponsor and operational forces to ensure accuracy and realism in projects and experimentation design. The candidate must be capable of developing assessment related test plans, models, and scenarios that will enable best possible evaluation of simulations/demonstrations/tests of capabilities necessary for the realization of expeditionary operations. Additionally, must be capable of providing data, information and advice in the preparation of projects for assessment/experimentation programs.
The candidate must be capable of the following:

  • Thinking strategically and exploring the relationship between national interests and goals, and the utility of military power supporting those goals.
  • Analyzing strategic guidance and translating it into operational and tactical direction in the form of a plan designed to accomplish project objectives.
  • Assessing and shaping the relationship between sponsor project objectives and operational force requirements and capabilities in order to help coordinate and document best possible project results.
  • Obtaining Range Safety and Laser Range Safety Officer qualifications aboard military installations.
  • Perform periodic travel

The following criteria are preferred, but not required:

  • Bachelors degree preferred
  • Familiar with Letters of Instruction, Feasibility of Support Messages, and Five Paragraph Order
  • Experience with Company or Battery Command level operations and/or Battalion or higher level staff experience
  • Planning and executing Airspace management for manned and unmanned aircraft.

Experience and service in the Armed Forces of the United States is required. DD Form 214 may be required for review and evaluation of education, skills and experience.
The candidate must have demonstrated recent and relevant experience in expeditionary operations, ideally knowledge of Mine Countermeasure operations and unmanned systems.
U.S. Citizenship required, must be able to possess and maintain a Department of Defense SECRET clearance.
