Expected salary range of $91,800 to $102,000, varies based on experience, along with comprehensive benefits package that includes bonus and 401(k).

PRIMARY PURPOSE OF POSITION

The Sr. Contract Analyst provides support to the business by preparing, reviewing and editing contracts and other business-related documents. Other duties will be to efficiently manage the subcontractor and vendor database, process certified payroll affidavits and maintain the business/construction license database. This position will be located in a Constellation retail office (preference to the Pittsburgh, PA or Lowell, MA location).


PRIMARY DUTIES AND ACCOUNTABILITIES

  • Assist in the development and review of proposals, RFPs, Solicitations and Customer Contracts.
  • Preparation and review of contract documents, determination of required provisions and submission for Legal review on a real-time basis.
  • Follow through on all contract compliance requirements specific to Federal contracts and work to resolve non-compliance issues.
  • Interact with clients, contractors, and internal project managers as to progress, conflicts, and ongoing requirements. Negotiate with them as to the terms of the contract.
  • Conduct due diligence and draft correspondence in response to internal and external customer inquiries.
  • Familiarity with building construction, subcontracting, purchasing and safety practices and policies.
  • Manage and maintain master files, contract templates and systems to ensure they are up to date and complete.
  • Manage receipt of bonds, certificates of insurance and certified payroll reports.
  • Initiate applications for bonds and insurance on newly awarded projects.
  • Manage and maintain the subcontractor/vendor database, including the core document repository (Documentum).
  • Assist with resolution of minor project disputes with subcontractors.
  • Attend meetings to educate, explain, improve and/or create new processes as required. Assist with special projects as assigned.
  • Manage and maintain the business / construction license database to remain in compliance in the states and cities that Constellation conducts business.

    POSITION SCOPE

    This position requires strong organization skills and attention to detail with respect to coordination of contracts and related work. This position is responsible for issuing and maintaining complete and up to date information in support of contracted work. The position also supports the business in matters involving contract drafting, editing, negotiation and execution with internal clients and external customers.

Qualifications

Minimum:

  • Completion of a bachelor’s degree and familiarity with Contract Administration.
  • At least 5 years of legal experience.
  • Strong verbal communication and writing skills, including experience with customer negotiations, and editing contracts.
  • Excellent clerical skills and knowledge of grammar, spelling and punctuation; requires excellent proofreading skills and attention to detail.
  • Understanding and working knowledge of contract terms and conditions used in the construction industry.
  • Strong organization and time-management skills with the ability to organize, prioritize and multi-task in a fast-paced environment.
  • Must communicate clearly – both orally and in writing – to read and analyze legal and contract materials and other data.
  • Ability to use computer applications to develop spreadsheets, reports and presentation materials (Word, Excel, Adobe, PowerPoint, etc. with the ability to learn new programs, such as Documentum and CostPoint).
  • Strong leadership skills and experience in leading / mentoring junior staff.
  • Demonstrated project management skills with the ability to manage work and lead project teams.
  • Ability to exercise judgment and make decisions.
  • Manage federal small business compliance for the business.

Preferred:

  • 5 years of experience as a paralegal
  • Thorough knowledge of Federal Acquisition and Supplemental Federal Acquisition Regulations.
  • Knowledge of Federal Department of Defense cyber security regulations.
  • 5 years of experience in general contracting.
  • Working knowledge of Accounts Payable, Accounts Receivable, Billing & Collection.
  • Experience and knowledge of the energy industry including applicable utility and competitive energy matters.
