The Senior Systems Analyst acts as an expert member of the IT Application Services division. This individual in this role is responsible for the overall development, configuration, maintenance, administration and technical support of applications and platforms to ensure compatibility and integration with business operations and enterprise strategies. The Senior Systems Analyst is responsible for ensuring that IT services are delivered for their assigned business function(s) in a manner consistent with the service definition. The Senior Systems Analyst will serve as primary IT support of the County’s accounting, budgeting, and financial management and analytical systems.

Generally, the hiring range is $88,476-$110,595 annually. Qualifications, education and experience as it relates to the position will be taken into consideration when determining hiring salary.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Key duties and responsibilities of this Senior Systems Analyst position include, but are not limited to, the items listed below.
  • Assists business units in the development and implementation of their strategic objectives, policies, procedures and standards
  • Evaluates techniques and processes and makes recommendations that will improve the team’s effectiveness and capabilities.
  • Understanding, in depth, the business processes supported by assigned business software applications
  • Analyzes and documents business users’ requirements, clarifying inconsistencies, conflicts, or ambiguities, to effectively model business processes in software.
  • Serves as the IT application owner of assigned business applications for their lifecycles.
  • Responsible for the configuration, development, testing and maintenance and documentation of business software applications
  • Develop and maintain relations with 3rd party support and vendors

OTHER DUTIES AND RESPONSIBILITIES:

  • Performs other duties as assigned including, but not limited to: participating in projects where their skills are applicable. This could include, but are not limited to, work on business intelligence efforts, workflow, and web page content management.

SUPERVISORY RESPONSIBILITIES: This position has no direct supervisory responsibilities but does function in a lead capacity in collaborating with cross-functional teams.


MINIMUM QUALIFICATIONS:

EDUCATION and/or EXPERIENCE:

  • A Bachelor’s degree in Management Information Systems, Computer Science, or a related field from an accredited college or university is required.
  • Five years’ experience of platform development, configuration and support of COTS, SAAS or PAAS applications is required.
  • Two years’ experience working within waterfall or agile IT project methodologies is required.
  • Two years’ experience writing Structure Query Language (SQL) queries is required.
  • Software development / support experience is preferred.
  • Business analysis and financial analysis experience is preferred.
  • Project management and/or cross-functional team leadership experience is preferred.
  • A combination of education and experience may be considered.


KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge:

  • A working knowledge of systems integration, application security, business process and logical data modeling is required.
  • Deep knowledge of software application configuration, testing, and support in a multiplatform environment (Windows Server and/or Unix/Linux environments and/or cloud platform).
  • English Language — Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
  • Mathematics — Knowledge of arithmetic, algebra, statistics, and their applications.
  • Computers and Electronics — Knowledge of electronic equipment, and computer hardware and software, including applications and programming.
  • Customer and Personal Service — Knowledge of principles and processes for providing customer and personal services.

CERTIFICATIONS/LICENSES:

  • ITIL v3 (or higher) is preferred.
  • Agile Scrum Foundation is preferred.
  • Must possess a valid Colorado Driver’s License upon hire, with complying insurance. Review of motor vehicle record is required at time of hire and periodically throughout employment.
  • This position requires successful completion of a criminal background check including fingerprinting through a national database.

INDEPENDENT JUDGMENT: Incumbent is given broad terms and format, allowing a great amount of latitude and individual judgment to accomplish goals and achieve desired results.

PHYSICAL DEMANDS/WORK ENVIRONMENT: Work is generally performed in a typical office environment. Drives to various County buildings as needed. Ability to work beyond scheduled hours and respond to production issues and business needs in a time critical manner is required.

In the event of an emergency/disaster in or near the County, all County employees are expected to make every effort to be available to assist the County Manager, Elected/Appointed Officials and Department Directors to ensure the continued operation of any and all necessary County functions. This may mean being available to perform additional duties and hours beyond what is normally required. In the event that an exempt employee does work more than 40 hours a week in support of County operations during an emergency, such employee may receive overtime or other appropriate wage compensation in accordance with existing County policies or at the discretion of the County.
