Senior Proposal ManagerPosition Summary:
KBR is seeking a talented and dynamic Senior Proposal Manager to join our National Security Solutions (NSS) Group. NSS provides high-end engineering, intelligence, cyber security, missile defense, and advanced technology solutions to our customers in the intelligence and national security communities. Position can be located in El Segundo, CA or Colorado Springs, CO.
The NSS Senior Proposal Manager will play a critical role leading the development and submission of complex proposes in response to requests for Requests for Proposal (RFP) and other related customer response deliverables to Federal government agencies and/or partners. The successful candidate will be a key player during Pre-RFP activities to help facilitate solution sessions with the Capture Team, develop win strategies, cohesive proposal themes, and potential discriminators. They will be responsible for managing the entire proposal process, from proposal strategy development and planning to final submission and post-submission activities, while also mentoring and leading junior proposal managers.
Duties and Responsibilities:
Duties and responsibilities may include but are not limited to the following:
- Collaborating with Business Development/Capture Manager to facilitate solution sessions to develop solutions to perform, win strategies, cohesive proposal themes, and potential discriminators during Capture development.
- Supporting the development of white papers, RFIs, or other influencing documents, as needed
- Analyzing and understanding the RFP requirements, determining the proposal strategy, and developing a proposal plan.
- Developing a compliance matrix, initiating a proposal preparation/review schedule, ensuring compliance across the proposal, and driving teams to meet proposal schedule deadlines and deliverables, ensuring timely delivery of high-quality proposals.
- Leading the proposal team, including subject matter experts, writers, and graphic designers, to develop a compelling proposal that meets customer needs and requirements.
- Lead proposal kickoff meeting and running proposal tag-ups; facilitating data calls to subcontractors; coordinate graphic development; and prepare the proposal volumes for color team reviews.
- Effectively incorporate feedback from reviews.
- Coordinate with subcontractors to ensure their capability is integrated into the effort.
- Coordinate and/or write past performance and coordinate Past Performance Questionnaires (PPQs) if required by the solicitation.
- Review and edit proposal content to ensure compliance with RFP requirements, clarity, and consistency of messaging. Assist in writing and/or editing of the proposal volumes, as needed.
- Manage multiple tasks simultaneously to accomplish strategic objectives of proposal effort.
- Evaluate resources (writers, volume leads, functional roles) consistently and make recommendations for extra support, as needed.
- Prepare informational documents for, and lead, proposal and color review kickoff meetings.
- Provide ad hoc training to proposal team members.
- Prepare and distribute lessons learned survey at close of each proposal effort; consolidate results and lead meeting with functional leads, operations, and management to share results.
- Coordinate with the contracts and legal teams to ensure all proposal documents are accurate and comply with federal contracting regulations, including FAR and DFARS
- Ensure all proposal submission requirements are met, including electronic submission, hard copies, and any other deliverables.
- Responsible and accountable for ensuring delivery of a compliant and compelling proposal prior to solicitation deadline.
- Participate in post-submission activities, such as debriefs and lessons learned sessions, to improve the proposal process for future opportunities.
- Mentor and lead junior proposal managers, providing guidance and support in proposal management best practices, and proposal development tools and techniques.
Basic Qualifications and Skills Requirements:
- Bachelor’s Degree in a business, marketing, communications, science, information technology, engineering, or other relevant field.
- Minimum of 8 years of experience performing in proposal development, with at least 4 years of experience in a leadership role.
- Expert knowledge of federal proposal best practices, industry standards, and federal procurement regulations, including FAR and DFARS
- Excellent writing, editing, and communication skills, with the ability to write and edit technical and non-technical content.
- Strong project management skills, including the ability to prioritize tasks and manage multiple federal proposals simultaneously.
- Proficient in Microsoft Office and federal proposal development software, such as Adobe Acrobat and SharePoint
- Willingness to flex work schedule to meet proposal objectives.
- Highly experienced with MS Office products, including MS Project.
- Solid written and verbal communication skills.
- Willing to travel to support key proposal efforts (less than 30%).
Preferred Qualifications and Skills Requirements:
- Association of Proposal Management Professionals (APMP) Certification
- Experience performing in the role of a Proposal Manager for one or more Federal Contractors with revenue above $500M.
- Has worked in the intelligence, cyber, information technology and/or space environments.
- Has managed large subcontractor teams in prime contractor role.
- Has supported the development of an oral presentation or demonstration.
Security Clearance Requirements:
- U.S. Citizenship required.
- Active Top Secret clearance with SCI eligibility preferred.
Work Schedule:
Hybrid – Flexible schedule with time spent working from home and working and collaborating in the El Segundo, CA or Colorado Springs, CO offices.
Scheduled Weekly Hours:
40 hours per week
Basic Compensation:
$145,000 – $170,000
The offered rate will be based on the selected candidate’s knowledge, skills, abilities and/or experience and in consideration of internal parity.
Additional Compensation:
KBR may offer bonuses, commissions, or other forms of compensation to certain job titles or levels, per internal policy or contractual designation. Additional compensation may be in the form of sign on bonus, relocation benefits, short term incentives, long term incentives, or discretionary payments for exceptional performance.
