For over 35 years, Advocates for Human Potential, Inc., (AHP) has influenced change in health and business systems to support vulnerable populations—from creating policy to engaging in ground-level, hands-on work. We are looking for a skilled, passionate Senior Program Associate to help establish the new Center for Workforce Development.
The new Center will support entities looking to solve their workforce development challenges by providing technical assistance, strategic development, and data management, with a special focus on the State of California. The Senior Program Associate will work closely with federal, state, and local behavioral health agencies as well as provider organizations on projects designed to address issues such as mitigating labor shortages, improving the recruitment, retention, and performance of behavioral health workers, and identifying and eliminating federal, state, and related regulatory provisions that impede a high-performance workforce. This may include but is not limited to policy and labor market analysis, identification of best practices and new, innovative programs, and the provision of consultation, technical assistance, and training. The employee will work collaboratively with AHP team members and partner project partners to conduct this work.

Job Responsibilities
- Assist in the management of projects within the Center for workforce development with a focus on California-based projects.
- Manage small projects and tasks within large projects, including workplans, deliverables, and staffing.
- Create standard operating procedures, monitors/evaluates project performance, and conduct quality control.
- Manage subcontractors and consultants, including creation of statements of work and contract work.
- Develop materials and complete project deliverables in relation to training and technical assistance activities.
- Develop written and online materials (e.g., templates, reports, presentation slides, guidebooks, planning documents, email list announcements, website content, online surveys).
- Conduct in-depth research, key informant interviews, and literature reviews to support assignments.
- Create evaluation questions and data-gathering instruments.
- Establish measurement-based practices to evaluate outcomes.
- In partnership with key internal stakeholders, compile, summarize, and analyze data.
- Carry out meeting, training, and technical assistance activities.
- Plan meeting agenda and prepare supporting materials.
- Facilitate and contribute to meetings.
- Prepare formal notes of external meetings, clarifying commitments and follow-up action.
- Prepare content of webinars (proposes topics, identifies speakers, writes learning objectives).
- Develop curriculum and training materials and manuals.
- Deliver online or onsite training and education (hosts/moderates webinars, serves as subject matter expert).
- Provide guidance to speakers on content.
- Develop pretests and satisfaction assessments to help determine the effectiveness of training sessions.
- Promote new business.
- Coauthor proposals and external communication material.
- Contribute to strategic marketing plans and identifies opportunities to forge partnerships.
Knowledge, Skills, and Abilities
- Understanding of the Behavioral Health workforce and the policy and organizational landscape driving challenges
- Experience in program development, or training focused on staff development.
- Understanding of the concept and principals of technical assistance and training
- Extremely high-level professional communication, both verbally and in writing
- High level of professional writing with enough flexibility to approach a number of document types or materials such as written reports, presentations, slides, technical assistance materials, etc.
- Ability to develop plans for technical assistance or other project deliverables that reflect the needs of multiple stakeholders and reflect changing project demands over time.
- Ability to confidently ask questions about areas of less familiarity within the scope of work and identify areas for growth and development.
Education
Candidates for this position must possess a bachelor’s degree. A master’s degree in social work, behavioral health, public health, or similar field is strongly preferred.
Professional Experience:
Minimum of 5 years’ experience in community-based work, program management, research and/or behavioral health.

Salary Range:
Senior Program Associate I: $71,000-$85,000
Senior Program Associate II: $85,000-$100,000

The base salary range above represents the low and high end of the AHP starting salary range for this position. Actual salaries and level of position will vary and may be high or low in the range based on various factors including but not limited to location, experience, and education. The range listed is just one component of AHP’s total compensation package for employees.
