The Community Health Center Network (CHCN), sister organization to the Alameda Health Consortium, is made up of the eight federally qualified community health centers in Alameda County.CHCN functions as the managed care MSO for our health centers, contracting with the Alameda Alliance for Health and Elevance health plans.In order to help our health centers meet their missions of providing the best possible care to their communities, we also provide a broad range of training, technical assistance, quality improvement, information technology, and data analytic services.

Salary Range: $133,400 to $160,700 yearly
Candidate must be willing to have primary residence in California. For licensing and tax purposes, we are unable to hire candidates residing outside of the state of California starting on the date of hire.
POSITION SUMMARY
The Senior Manager of Analytics is responsible for supporting data needs of the operational and population health efforts of CHCN and our consortia of Federally Qualified Health Centers in a value-based reimbursement environment.This position will lead efforts to develop tools and methodologies to assist key stakeholders to analyze, visualize and utilize clinical, operational, and financial data to improve health outcomes, operations, and financial performance. The Senior Manager will oversee producing engaging, interactive analytics dashboards, and data sets across a variety departments and initiatives to turn data into information, information into knowledge and knowledge into wisdom. They will also lead efforts to help elevate data analytics expertise throughout the organization. This position is responsible for direct and indirect supervision of department staff.

Data Model
- Strategic architecture and oversight of data models. Collaborate with Information Technology, Operations and clinical leaders and staff to strategically design and architect data models and structures to provide a comprehensive and efficient foundation for the data needs of the organization.
- Oversee department workflow in the request, extraction, aggregation, and quality assurance of data from multiple sources in support of analysis and reporting.
Analytics
- Oversee the development, implementation, and execution of analytical tools and methodologies to:
oBuild and maintain clinical descriptive analytical models for a broad range of clinical conditions and social drivers and conduct risk adjustment analyses
oProvide statistical leadership for program design and evaluation
oLead the team in developing the informatics infrastructure of data to ensure data quality and completeness
oProvide and collaborate on in-depth analysis of health care cost and utilization, clinical quality, and other important trends.
oInitiate the development of predictive analytical tools, where practical, to support value based care models and research publications
oSupport organizational leadership and staff in interacting with data important to the functioning of the organization and in improving workflows and outcomes
Communication / Partnership
- Assist in developing and communicating insightful data visualizations to share with internal/external stakeholders.
- Create strategic partnerships with external stakeholders.
Process Improvement
- Identify and propose opportunities for process improvement.
- Effectively uses past experiences and job knowledge to oversee and identify data or program implementation risks and opportunities within areas of responsibility.
- Engage in solving issues related to program delivery, program engagement and health-related outcomes.
- Work in partnership with Director of Quality, Chief Medical Officer, and QI/QM leaders at member health centers and health plans to improve performance and quality of care.
Supervise
- Ability to set and manage expectations and deliver on them to maintain high quality of work
- Provides mentorship and coaching to staff.

MINIMUM QUALIFICATIONS
Competencies
- Strong analytical and problem-solving skills.
- Extensive experience in the use of data to improve business processes.
- Advanced skills in Standard Query Language (SQL) and batch statistical programming using packages such as STATA, SAS, R, Python or equivalency to apply statistics analyses.
- Ability to translate data into meaningful visualizations
- Strong knowledge of managed care systems and electronic health record systems (Epic preferred).
- Knowledge of up-to-date research and cutting-edge technology
- Demonstrated ability to communicate clearly and work cooperatively with other departments, as well as diverse social and economic communities.
- Ability in helping to identify needs and develop capacity for research and data analysis.
- High degree of objectivity
- Ability to organize and prioritize tasks with multiple, sequential steps and to manage deadlines
- Ability to develop and mentor CHCN analytics team
Essential Requirements
- Experience of applying epidemiology and biostatistics skills to clinical settings
- Experience in quality improvement work in healthcare
- Understanding of Federally Qualified Health Centers
CERTIFICATES AND/OR LICENSES
- Master’s degree with coursework in Computer Science, Biostatistics, Epidemiology, or related field or equivalent work experience
