The Building People, LLC, is seeking a Senior Contracts Manager at our headquarters office in Leesburg VA. This position requires expertise in all phases of Federal Government contract administration, including but not limited to compliance, risk management, negotiation and quality control.

Our rapidly growing firm currently employs more than 350 employees and the successful candidate will be responsible for managing and overseeing all contractual actions while setting the standard for quality delivery. Critical path items include the need to thoroughly review and provide input to Solicitations and Requests for Proposal, Contract award review, set up and administration (inclusive of the administration and negotiation of other various types of agreements such as subcontracts and consulting agreements) through contract closeout. Candidate will serve as the company liaison with Government Contracting Officers, Commercial Partners, Program Managers, technical leaders, and various internal functional groups including Accounting and Finance teams. Contract administrator keeps management informed of issues and initiates and coordinates required actions as well as manages the critical path information within the Deltek Costpoint module for contract management. Complies with company policies and procedures, and federal acquisition regulations, and ensures flow downs to subcontractors.
Responsibilities/Duties
- The Contracts Administrator has a high level of accountability and responsibility.
- Oversees various service contract types (IDIQ, BPAs, FFP, T&M, CPFF, Cost Reimbursable and hybrids), contract modifications and exercising of options, contract termination and closeouts.
- Provides guidance and leadership to cross-functional business team members to identify risk assessment and mitigation.
- Interacts regularly with the finance department, project controllers, senior management and customer Contracting Officers.
- Leads contract negotiations and provides contractual domain expertise in implementation, execution and administration for competitive type contracts, sole source, and directed awards.
- Performs and reviews risk analyses of Requests for Proposals (RFPs) to include compliance metrics. Develops spreadsheets and audit trails for responsive and compliant submissions. Identifies risk and prepares mitigation strategies. Provides input for pricing strategies.
- Applies understanding of the business case and an appreciation of financial/analytical issues, as well as profit and loss implications.
- Identifies and works with internal functional groups to resolve complex problems, including terminations and other contractual issues, utilizing previous job knowledge, reference, and source documents, in house Legal, (FAR, case history, etc.) and advanced analytical tools.
- Exercises high degree of initiative and expert judgment
- Advising management on contract components and apprising them of our ability to meet schedules, cost and technical requirements and other contractual requirements.
- Responsible for the input and management of contract data in the Deltek Costpoint System’s Contract Module.
- Ensure all GSA schedules and SINs are kept current.
- Lead GSA Schedule consolidation and SIN additions for all existing GSA Schedules
- Ensures internal contractual compliance with the terms and conditions of contracts and compliance with designated management objectives.
- Prepares and negotiates Teaming Agreements and Non-Disclosure Agreements led by The Building People consistent with potential or awarded Contracts.
- Reviews and negotiates Teaming Agreements and Non-disclosure Agreements received from external Prime Contract teaming partners.
- Works with internal departments concerning specific contract questions, issues, and problems.
- Identifies areas of risk and assists in the development of mitigation strategies and plans. Analyzes potential risks that contract changes may pose to the organization.
- Serve as a liaison between internal and external parties during contract development and negotiation stages.
- Provides guidance related to contract related issues as they arise.
- Develops Subcontract Management Plans and associated contractual flow-downs.
- Completes close out of all contracts, associated task orders, and subcontract/consulting agreements.
- Lead Subcontracts and Procurement teams
Required Skills
- Ability to work with a multi-functional team. Strong planning and organization skills.
- Excellent written and verbal communication skills. Effective negotiation skills.
- Strong working knowledge of Microsoft Excel and Word.
- Experience with Deltek Costpoint and the ability to enter and manage contract data within the system.
- Expert knowledge of the Federal Acquisition Regulations (FAR), especially as related to small businesses and 8(a) businesses.
- Knowledge of all contract types and pricing structures (IDIQ, BPAs, CPFF, cost reimbursable, FFP and T&M types of contracts.
- Experience with preparing documentation for GSA Schedules, (including all systems and tools (such as E-Offer/E-Buy) as it relates to compliance, reporting, adding new Special Item Numbers (SINs) and full understanding of the GSA consolidation of schedules.
- Knowledge of regulatory guidelines and the FAR ISO 9001 Process and certification preferred, but not required.
Required Experience
- Experience in Federal Contracting
- Experience with Requests for Equitable Adjustment (REA) and Price Adjustments
- Experience in audits and corrective action plans
- Experience with Service Contract and Manpower Reporting
- Experience overseeing all contract types (FFP, T&M, Cost Reimbursable and hybrids)
- Experience with contract modifications and options
- Experience managing contract terminations and close out procedures.
Preferred Experience
- Experience with facilities operations and maintenance contracts
- Experience in managing Service contracts.
- Experience with Deltek Costpoint and the ability to enter and manage contract data within the system.
- Experience with Mentor Protégé Joint Venture agreements and relationships between partners
Required Education
- Bachelor’s Degree in related field of study and a minimum of ten years of experience in a Contract Manager role.
- Direct and relevant experience can be substituted for the degree requirement.
