General Description and Classification Standards
Manages the activities involved in the design, preparation, delivery and needs assessment of safety training and development programs for assigned department(s). Provides administrative supervision for protection of personnel and City property for assigned department(s). This is a fully seasoned managerial level charged with responsibility for a significant specialized functions within a department. Position manages a large group of employees, typically with intermediate supervisors, or a smaller group of specialized professional employees. Areas of responsibility are typically unique within the department.
Supervision Received
Direction received is general and focuses more on long-term and short-term operating objectives, managerial effectiveness, and operating results. This level would be considered "middle" management.

- Manages the activities involved in the design, preparation, delivery and needs assessment of safety training and development programs for assigned department(s).
- Provides administrative supervision for protection of personnel and City property for assigned department(s).
- Joins in partnership with department management to assess and implement security issues and safety training and programs.
- Determines department needs for security and safety training and develops methods for evaluation of all safety training.
- Develops and/or approves content, methods, and materials for training staff and may conduct courses.
- Develops and implements procedures to meet required codes and regulations.
- Analyzes loss control and accident reports and prepares and maintains all required security manuals.
- Conducts internal investigations.
- Creates operating plans, forecasts and reporting systems and manages the day-to-day operations.
- Manages the budget preparation, submittal, and administration.
- Develops organizational structure and selects, develops, and manages staff.
- Establishes internal processes, interprets, and applies organizational policies.
- Provides input into policy and strategy.
- Manages purchasing, inventory, equipment maintenance and other asset related functions and approves purchase/supply orders, expense accounts.
Decision Making
May make purchasing or resource allocation decisions within organization guidelines. Applies organizational policies. May interpret organizational policies and recommend exceptions. Leadership Provided Has formal supervisory authority over work group (typically at least 4-5 employees) to include discipline, performance management, scheduling, training, etc.
Knowledge, Skills & Abilities This is a partial listing of necessary knowledge, skills, and abilities required to perform the job successfully. It is not an exhaustive list.
- Knowledge of security, safety, occupational health and safety training methods, tools, and best practices.
- Knowledge of occupational health and safety and worker's compensation laws.
- Knowledge of department jobs, work environment and equipment required and used, department policies and procedures.
- Strong knowledge of testing methods.
- Knowledge of security awareness programs, protection for key employees, security risk assessment and planning for crisis management.
- Strong verbal, written and presentation skills. Strong planning and organizational skills.
- Strong Microsoft Office skills.
- Skill in using A/V equipment.
- Ability to design, develop and deliver course material in a creative and interesting manner.
- Ability to use interactive technology in instructional design of training courses.
Minimum Qualifications - Education and Experience
- Bachelor’s degree in business, industrial management, occupational health/safety or related field (Equivalent professional experience may be considered for substitution for the required degree on an exception basis).
- 5 years of safety, security and/or occupational health experience.
- Must have some project management or leadership experience.

Must have some project management or leadership experience.
Licensures and Certifications
None required. ASTD certification a plus.
