POSITION DESCRIPTION: Coordinate and direct the activities on a right of way project. Coordinate and direct the activities of right of way consultants. Coordinate with other offices to address and resolve issues. Identify and
evaluate advance acquisition opportunities. Monitor, train and assist local governments.
Interpret and communicate right of way policies and procedures. Ensure conformance with applicable laws, rules, regulations, policies and procedures. Assist in the development of policies and procedures.
Procures consultant services. R Reviews and approves invoices. Review and recommend administrative settlements. Ensure and monitor a Quality Control Program. Ensure date is entered in Right of Way Management System (RWMS).
Respond to public records requests and related inquiries. Represent Right of Way at public meetings/hearings and workshops, and similar forums. Perform other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge and understanding of 49 Code of Federal Regulations (CFR) Part 24 (uniform Act), relating to real property acquisition and relocation assistance. Knowledge of real estate principles and practices. Skilled in effective communication orally and in writing. Skilled in the use of personal computers, including a working knowledge of world processing and spreadsheet software. Ability to effectively plan, organize, and work independently. Ability to establish and maintain good working relationships with others. Ability to identify training needs, and to develop and present effective acquisition and relocation training. Knowledge of quality assurance planning for the acquisition and relocation assistance program. Ability to implement a quality assurance plan for the acquisition and relocation assistance program. Ability to be self-directed and skilled in problem solving. Ability to understand and interpret real estate appraisals and right of way maps.
OTHER JOB RELATED REQUIREMENTS: This position is responsible for adhering to the provisions and requirements of Section 215.422, F.S. related State Compotroller’s rules and Department of Transportation’s invoice processing and warrant distribution procedures.
MINIMUM QUALIFICATIONS: A Bachelor’s degree from an accredited college or university and four (4) years of real estate experience, or an associates degree from an accredited college or univeristy and six (6) years of real estate experience, or a high school diploma or it’s equivalent and eith (8) years of real estate experience, or graduation from the FDOT Real Estate Level II Training Program and one (1) year or fright of way experience.

A Competitive Area Differential (CAD) additive in the amount of $1,248.00 will be added to the annual salary.
