Overview of position:

FEDITC is seeking a Resource Efficiency Managers (REMs) to support our military client at Naval Base Kitsap, WA. The REMs will assist the client's Installation Energy Manager (IEM), Regional Energy Program Manager, and Publics Works Energy Product Line to achieve a robust energy management program through accomplishing actions/projects by adhering to energy laws, regulations, policies, directives and goals. The REMs will develop and assist with the implementation of actions/projects in support of facility maintenance, repair, and construction activities, including providing design review comments; project and program management support; identification of energy savings projects, construction coordination and oversight; and other support activities to ensure that energy efficiency measures and water conservation measures are incorporated into all actions.

The REMs will support: planning, development, execution and project/program analysis with Energy Program Selection Process (EPSP), Energy Savings Performance Contract (ESPC) projects, Energy Resilience and Conservation Investment Program (ERCIP) projects, Utility Energy Services Contract (UESC) projects, Enhanced Use Lease (EUL) projects, Power Purchase Agreements (PPA), Electric Vehicle Supply Equipment (EVSE) projects, Utilities Privatization (UP), 2912 Program, Renewable Energy projects, Facilities Related Control Systems (FRCS) programs, Smart Grid Program, Microgrids and Battery Storage.
In addition, the REMs will support promotion, education, and adoption of energy and water resources conservation and management activity assistance necessary to optimize the use of utility resources, including but not limited to natural gas, electricity, solar, geothermal, water, wastewater, wind, and other energy/utilities. Additionally, REMs will provide assistance with energy and water plans such as the Installation Energy Programs Summary (IEPS). Energy, water security, resiliency and other initiatives should be a consideration while working to achieve Energy and Water savings.


Requirements
:

  • Provide a wide spectrum of energy engineering and energy management function in the areas of:
    • Energy, water and resource efficiency project feasibility analysis
    • Measurement and Verification (M&V) of savings
    • Alternative financing project facilitation
    • Supply-side cost reduction
    • Energy awareness promotion
    • Operations and Maintenance (O&M) efficiency enhancement
    • New technology utilization, especially involving renewable energy sources
  • Duties require:
    • Supporting facility repair and construction activities
    • Providing design review comments
    • Project management support
    • Identification of energy savings projects
    • Construction coordination and oversight
    • Supporting the development of Energy Savings Performance Contract (ESPC) projects and Utility Energy Services Contract (UESC) projects
    • Energy Resilience Conservation Investment Program (ECIP) projects
  • Maintain applicable security clearance(s) at the level required by the client and/or applicable certification(s) as requested by FEDITC and/or required by FEDITC’S Client(s)/Customer(s)/Prime contractor(s).
  • Other support duties as needed/directed.

Education and Experience:

Qualified candidates will possess one of the following combinations of education and experience:

  • A four-year engineering degree (preferably in mechanical or electrical engineering) and/or a registered Professional Engineer registration with a minimum of 5 years of experience in energy management.
  • An Environmental Science, business or related degree with a minimum of 8 years of experience in energy management.
  • A two-year technical degree with a minimum of 10 years of experience in energy management.
  • No college degree with a minimum of 12 years of experience in energy management.


Desired
Experience:

  • Practical hands-on experience in the Department of the Army’s annual energy reporting requirements to include:
    • The Army Energy and Water Reporting System (AEWRS) elements and process.
    • Each of the review steps in the annual energy reporting process from the DPW up through the reporting chain to Department of the Army level.
    • Experience in an Army DPW organization, Air Force Base Civil Engineer (BCE) organization, or IMCOM Readiness’s Public Works Center (PWC).
    • Experience conducting energy audits
    • Experience with Heating, Ventilation, and Air-Conditioning (HVAC) systems, steam and hot water boilers, chillers, and other energy intensive systems and equipment
    • Experience performing life-cycle cost analyses
    • Evidence of an ability to prepare and present formal multimedia presentations.
    • The ability to train others.


Knowledge, Skills, and Abilities:

  • Knowledge of utility rate/tariff structures to include:
    • The ability to evaluate the accuracy of utility billings.
    • The ability to determine if the installation is currently on the most beneficial rate structure/tariff.
  • A REM shall demonstrate evidence of the following abilities:
    • Effectively communicate thoughts, both in writing and orally.
    • Work independently and proactively in achieving complex technical objectives.
  • Effective interpersonal skills:
    • Work well with others in problem solving situations.
  • Develop and facilitate solutions by achieving consensus on complex or complicated technical issues.
  • Ability to work with Microsoft Programs such as Word, Excel, Access, Microsoft Project, and Power Point.
  • Self-motivated.
  • Develop and implement an energy awareness program for federal installations or private sector facilities.

Knowledge, Skills, and Ability:

  • Knowledge of the Army’s DPW organization to include:
    • Chain of command on the installation and within the Directorate of Public Works.
    • Responsibilities and duties of major organizational elements of the DPW.
    • Responsibilities and duties of the major organizational elements within the installation.
  • Knowledge of the ESPC process to include:
    • Overall familiarity with the ESPC program including, how projects are identified, base lined, developed, constructed, measured, verified, and paid for.
    • How ESPC projects are evaluated for economic viability.
  • Knowledge of the UESC process to include:
    • Overall familiarity with the UESC program including, how projects are identified, base lined, developed, constructed, measured, verified, and paid for.
    • How UESC projects are evaluated for economic viability.
  • Knowledge of energy savings project identification.
  • Knowledge of alternative, renewable, and sustainable energy project execution methods to include Power Purchase Agreements, and Energy Purchase Contracts.
  • Knowledge of the Major Construction, Army (MCA) program:
    • How MCA projects are identified and developed at the installation level.
    • How MCA projects are reviewed, how they compete at various levels of the Army’s evaluation process, and how they are ultimately approved for construction.
    • How MCA projects are designed and constructed by the Corps of Engineers.
    • How and when to influence the MCA project to ensure that the best energy conservation measures are being implemented.
    • Knowledge of the Army’s funding mechanisms that directly impact the DPW organization to include a working knowledge of the following accounts:
    • Sustainment, Restoration and Modernization (SRM).
    • Military Construction, Army (MCA).
    • Base Operations Support (BOS).
  • Knowledge of the following areas:
    • Energy Management.
    • Department of Energy’s (DoE) Federal Energy Management Program (FEMP).
    • Department of Defense (DoD) Energy Resiliency Conservation Investment Program (ERCIP) to include development and submission of winning project proposals.
  • Knowledge of Environmental Management Systems (EMS) aspects (ISO 14001)
  • Knowledge of the laws and regulations governing the modernization, restoration, and renovation of historic structures and the ability to interact with the State Historic Preservation Office (SHPO)


Certifications:

  • Certified Energy Manager (CEM) within one year of being hired as a REM.
  • Possession of one or more of the following certifications in addition to being a CEM is desired:
    • Registered Professional Engineer (PE)
    • Certified Energy Procurement Professional (CEP)
    • Certified Lighting Efficiency Professional (CLEP)
    • Certified Measurement & Verification Professional (CMVP)
    • Certified Carbon Reduction Manager (CRM)
    • Certified Power Quality Professional (CPQ)
    • Certified Energy Auditor (CEA)
    • Certified Indoor Air Quality Professional (CIAQP)
    • Certified Green Building Engineer (GBE)

Clearance:

  • U.S. citizenship required.
