About our Children's Shelters
Many children begin life in the face of serious challenges. Instead of playing pretend and imagining grand adventures, unaccompanied children face perilous conditions alone as they travel to unfamiliar countries, leaving home and loved ones behind to escape war and violence. Our children’s centers, operated through a grant from the Office of Refugee and Resettlement (ORR), provide safety, stability and wraparound services. We help children grow into adults who have received love and kindness, instead of only violence and chaos.

What You'll Do as a Regional Director
The Regional Director has overall operational responsibility of the program and oversight of the day-to-day operations and management of the Office of Refugee Resettlement Transitional Foster Care (TFC), Long-Term Foster Care (LTFC), and Unaccompanied Refugee Minors(URM) programs and service delivery to Unaccompanied Children (UC). It is the responsibility of the Regional Director to oversee program operations and service delivery and ensure all efforts and activities are operating in accordance with Office of Refugee Resettlement (ORR) licensing standards, Agency and program policies and standards, and other federal, state, and local regulatory requirements.

All Upbring Children's Shelters employees must comply with ORR's vaccination mandate.
All staff must be able to show proof of immunity to vaccine-preventable diseases transmitted by the respiratory route if working directly with unaccompanied children (UC). Medical and Religious exemptions may be requested after an offer of employment is accepted.

Regional Director Work Standards
  • Oversee program policies, procedures, and processes to ensure they are designed and enforced to meet licensing standards and applicable federal, state, and local regulations
  • Position the program and performance outcomes to meet the expected needs of the UCs
  • Work closely with leadership to establish short term and long-term strategies, goals, and objectives for the program
Decision Making
  • Oversee program activities and service delivery to ensure efforts and projects are concentrated in areas of greatest need and interest for the UCs; monitor and evaluate program operations and service delivery and remediate any deficiencies associated with each identified area
  • Oversee the Continuous Improvement Program for each program
  • Identify risk and ensure appropriate strategies and contingency plans are in place; research industry and market trends and changes in regulations and devise an action plan to address threats and opportunities
Communication
  • Provide updates, recommendations, and plan of action to address areas for improvement or opportunities
  • Report all requirements of the cooperative agreement or, when applicable, State of Work to designated ORR/DUCS Project Officer
Fiscal Management
  • Work closely with leadership to develop an annual budget; responsible for managing the annual budget in accordance with funding guidelines and Agency standards; regularly monitor program costs and expenditures to ensure they are in alignment with funding guidelines and operating within financial projections
  • Work closely with Finance and members of the Executive and Senior Leadership teams to develop policies and strategies for financial management, including all revenues, expenses, endowment funds, and investments; ensure accountability and long-term stability through the conservative fiscal management of resources and endowments
  • Present accurate and timely analysis of budgets, financial reports, and financial trends to assist the Board in making governing decisions relating to Agency and program operations, new programs, and program expansion
  • Provide financial analysis and leadership for issues, opportunities, and threats affecting the Agency, such as evaluation of new alliances and partnerships, funding, regulatory requirements and changes, and financial investments

Teamwork
  • Oversee all aspects of program operations and work closely with the Chief Program Officer to further initiatives outlined in the strategic plan; strengthen program operations and infrastructure and advance service delivery to support the overall growth of the program and further mission reach; ensure the quality of care, such as treatment and behavior plans and educational programs
  • Keep the Chief Program Officer fully informed of the performance outcomes of the program and on all important factors influencing it; identify problems and opportunities, industry trends, regulatory changes and impacts to program operations and activities associated with policy changes and implementation
  • Act as liaison among program staff, UC, federal ORR/DUCS staff, legal representative for UAC, Department of Homeland Security's Immigration and Customs Enforcement (DHS/ICE), relevant consulates and others regarding assessment of UC's placement or release
  • Work closely with the SVP of Program Operations and Development, other program leadership and management, and staff to ensure the program is operating effectively, efficiently and is meeting program goals, objectives, and priorities

  • Oversee the working relationships of the program operations and direct care teams and clinical and case management teams to ensure they are working in a collaborative and effective manner that meets or expects the needs of the UCs and meets licensing standards and applicable federal, state, and local regulatory requirements
  • Build and cultivate strong working relationships and partnerships with program management, administration, staff, volunteers, and the community to ensure program and UC needs are being met and the performance outcomes are being achieved

  • Coach and support staff to ensure they have the necessary tools and resources needed to optimize performance, ensure established program goals, and achieve operational excellence
  • Communicate with direct reports in periodic one-on-one meetings
  • Organize and deliver regularly scheduled staff meetings to communicate present, on-going, and future updates of pertinent information, projects, and initiatives
  • Work closely with management team to interview, hire, and onboard new employees who are strong cultural fits for Upbring
  • Work in collaboration with leadership and the Organizational Development and Culture Team to arrange training; when needed, coordinate and/or provide in-service training for staff development
  • Regularly review employee performance, including goals and progress, to provide developmental feedback: use applicable agency development tools to facilitate growth and development in staff
  • Draft and issue the 90-day and annual evaluations, along with supporting documentation, as per established procedures; work in collaboration with staff to set goals during evaluation periods
Qualifications:
Minimum Qualifications
  • Bachelor’s degree in Social Work, Counseling, Psychology, Social Services, or closely related field
  • 5 years’ progressive work experience in family/child welfare/ORR
  • 2 years’ leadership or management experience
  • Working knowledge of Minimum Standards in Texas
  • Ability to positively impact both strategic initiatives and tactical decision-making; ability to use sound judgement
  • Ability to overcome obstacles, handle complex situations, and balance competing priorities
  • Strong and effective verbal communication and presentation skills with the ability to articulate in a concise and compelling (persuasive) manner
  • Strong working knowledge of fiscal management and responsibility
  • Strong people and interpersonal skills with the ability to establish trust and rapport with diverse groups of people
  • Proven ability to perform under pressure and adapt and manage change
  • Proficient use of Microsoft Word, Excel, PowerPoint, and Outlook
  • Bilingual in English and Spanish (based on service area and service population)
Preferred Qualifications
  • Master’s degree in Social Work, Counseling, Psychology, Social Services, or closely related field
  • 5 years’ leadership or management experience
  • 5 years’ program administration and management experience
  • Child Placing Agency Administrator licensure for the state of Texas (LCPAA)

Physical Demands & Work Conditions
  • This position requires sitting and looking and using a computer for long periods of time
  • Position works in a child facility and has constant exposure to children
  • Position required travel to and from El Paso and Corpus Christi, TX region
