North Texas Behavioral Health Authority (NTBHA), based in Dallas is responsible for developing a collaborative system of care for children, adolescents and adults with severe mental illness and other serious emotional disturbances, as well as those experiencing a substance use disorder. This position’s actions and work must align with NTBHA’s values and goals, policies and procedures, and meet all documentation standards and regulatory requirements.

We are responsible for developing a collaborative system of care for individuals in crisis in the NTBHA service area. We are focused on trauma-informed, resilience-oriented care in all services provided.

The Quality Management Department is responsible for carrying out Quality Management functions as required per our state contract as a Local Behavioral Health Authority over Dallas, Ellis, Hunt, Kaufman, Navarro and Rockwall Counties. Functions include but are not limited to quality assurance and improvement activities, conducting periodic and annual audits of mental health and substance providers, addressing complaints, incidents and quality of care issues with contracted providers, reviewing deaths, and monitoring for compliance of State and Federal mandates. QM specialist functions are carried out consistently and per NTBHA’s policies and procedures. This position reports to the Quality Management Manager under the Director of Compliance. This position may require minimal local travel.

Summary of Essential Duties and Responsibilities:

  • Collaborates with NTBHA Clinical team and upper management to identify and resolve quality of care concerns with contracted providers.
  • Reviews all levels of complaints, incidents and quality of care concerns submitted by consumers, family members, provider staff and other stakeholders, to improve consumer outcomes and customer service.
  • Serves as a liaison between consumers and their treatment providers.
  • Researches and reviews clinical information/treatment records for various tasks and reports to management.
  • Conducts with QM team contracted provider audits on a monthly basis to ensure compliance with organizational policies, contractual and mandated HHSC requirements.
  • Assists QM team with compiling provider audit findings to determine corrective action plans to improve compliance.
  • Assists in developing program and/or contract specific monitoring review tools and revise them as needed.
  • Assist in death review process and attend death review committee meetings on a quarterly basis.
  • Attends staff meetings as required.
  • Assists and participates in provider training's as needed.
  • Serves as liaison and resource to contracted providers regarding anything related to QM functions and/or program information.
  • Provides information timely to relevant NTBHA staff or provider staff regarding any identified urgent concerns.
  • Ability to analyze relevant data for significant trends, and stays current on best practices for behavioral health services and related health and social services as they affect NTBHA and our contracted providers.
  • Skilled at research, data analysis and researching adequate conclusions. Make effective recommendations for plans of action, and assist in implementing them. Resourceful in finding effective solutions or alternatives.
  • Constructively and efficiently work with other professionals and staff, community representatives, persons with disabilities, and family members.
  • Duties and projects may be assigned or changed to meet business needs.

Education, Training and Experience (including licensure and certification)

  • Master’s Degree in the human services or related field. License preferred (LMSW, LCSW, LPC).
  • Must have three years or more of clinical experience in a mental health and/or substance abuse setting and/or experience in a quality management role.
  • Preferred to have a working knowledge of rules, regulations and other guidelines of the Texas Resilience and Recovery (TRR) program.
  • Preferred to have familiarity with the Texas Administrative Code (TAC).
  • Possess and maintains a valid driver’s license.
  • Pass and maintain a clear background check and drug screening upon hire, as required for healthcare organizations under state and federal contracts.

  • Proficient in the development of professional oral and written communications.
  • Proficient in computer use/applications commonly used in this field/trade/position including Microsoft Office Software.

Job Type: Full-time

Pay: Up to $60,000.00 per year
