The Position

Incumbent works under the direction of the Purchasing Agent or designee, maintaining various databases and documentation related to purchasing activities and providing administrative support for department staff and outside departments.

Essential Functions

  • Process and pay invoices for various outside office expenses (e.g. facility rent, utilities, armored car services, janitorial services).
  • Establish and maintain effective work relationships with clients, supervisors, County employees, elected officials, attorneys, law enforcement, judges, other agencies, and the public.
  • Comply with Civil Service policies and regulations, collective bargaining agreements, County policies, department policies and laws to create a cooperative, safe, respectful and quality work environment.
  • Monitor account receivables for outside agencies, ensuring invoices are current and initiate action on outstanding invoices.
  • Maintain and distribute various reports (e.g. Professional Services, monthly detail ledger).
  • Review requisitions and create purchase orders (PO) for City/County ensuring timely processing, acting as backup for Purchasing Specialist.
  • Maintain and monitor purchasing records for regulatory compliance.
  • Distribute updated tax forms or Purchasing Agent appointment forms.
  • Support the surplus property process, assisting departments with forms and ensuring items are placed on the County Board agenda.
  • Provide all public records requests (e.g. bids, quotes, request for proposal) ensuring only appropriate information is disseminated.
  • Distribute reports from various areas (e.g. printing, garage), generating invoices for outside agencies and reconciling funds received.
  • Make deposit with Treasurer, including revenue (e.g. rebates, vendor reimbursements).
  • Report to work with regular, consistent attendance.
  • Perform other duties as assigned and directed.

Education and Work Experience and Other Requirements

  • High school diploma or equivalent required.*
  • Four (4) years* of experience in purchasing, accounts payable/receivable, or administrative duties required.
  • Completion of a pre-employment criminal record check and conditional offer drug screen required.
    • Equivalent combination of work experience and education may be substituted for requirements on a year-for-year basis.

  • Work is generally performed indoors in an office setting. Noise level is usually moderate. Work hours are typically standard day-shift hours; however, schedule may vary (e.g. weekends, emergency call-in, overtime/extra hours). Work may be stressful when dealing with time constraints, multiple/changing priorities, limited resources uncooperative/irate individuals.
  • Work requires some physical activity, including extended periods of sitting and standing, frequent walking and reaching, and occasional balancing, kneeling and bending. Work also requires the ability to frequently lift/carry objects weighing up to 10 pounds and occasionally up to 25 pounds.
  • Required sensory abilities include vision, hearing, and touch. Visual abilities, correctable to normal ranges, include close, distance and color vision, depth perception, and the ability to adjust focus. Communication abilities include the ability to talk and hear within normal ranges. Incumbent must possess the hand-eye coordination and manual dexterity necessary to operate computers and other equipment.
