The Division of Information Technology aims to align technology solutions with the DOHMH mission by prioritizing resource use and deploying innovations that facilitate the agency’s day-to-day activities and enhance staff productivity and efficiency. Our goal is to provide users with a reliable, stable, and safe computing environment, through the collaboration of the Bureau of Technology Strategy & Project Management provides business analysis and IT project management services to define and deliver IT solutions that meet all program needs.

**This a grant-funded W-2 position with full employment benefits that expires 6/30/2025 (possibility for extension) hired through Public Health Solutions and will be assigned to NYC DOHMH. Job Duties:

  • Establish and manage an IT Project and Portfolio Management Office that supports effective leadership in executing program delivery across the enterprise.
  • Lead solicitation, contract, procurement, and vendor management processes
  • Design, manage and be accountable for an IT project portfolio governance and risk process and ensure that all Solution Directors, Project Managers and Product Managers are supported in implementing successful projects.
  • Design and manage quality, risk and project control processes, train staff on these processes, and implement tools to support the project delivery team.
  • Establish and implement a resource allocation and management plan utilizing metrics to support the executive team.
  • Ensure project management standards are being executed across the IT project portfolio.
  • Implement and manage repeatable processes for project intake, prioritization, resource capacity planning and forecasting, and risk management.
  • Develop executive-level summary materials and associated analytics to guide decision-making and risk assessment.
  • Subject matter expert on program, portfolio, and project management methodologies, as well as governance and risk management best practices.

Program Management responsibilities:

  • Successfully deliver the implementation of secure enterprise-level systems and products implementing requirements from various programs.
  • Lead enterprise-wide program scope definition and management, requirements gathering and documentation, time estimating, program schedule development and tracking, budget management, vendor management, status reporting, issue and risk management, security assessments, contingency planning, and communications across multiple organizational levels.
  • Lead enterprise-level strategic planning, risk mitigation, and complex issue resolution; present excellent technical acumen and communication skills when working with various stakeholders.

The ideal candidate will be experienced in fast-paced environment, customer-service oriented, wide spectrum of business process re-engineering experience and a problem solver with strong communication skills, able to quickly identify critical elements in complex business processes, and who is able to take initiative, work independently, and collaborate effectively with others.

Qualifications and Requirements:

  • Bachelor’s Degree in Computer Science, Management Information Systems, Business, or related field.
  • Proven experience managing an IT Portfolio or Project Management Office and implementing ongoing improvements in organizational program and portfolio (PPM) maturity.
  • A minimum of 5+ years’ experience performing project management roles on complex projects.
  • Outstanding analytical and problem-solving abilities, including being able to drive initiatives to effective resolution.
  • Proven experience in leading cross-functional teams and enterprise-wide programs.
  • Project Management Professional (PMP) certification.
  • Experience with Lean concepts and applying them in a technology environment.
  • Experience in a supervisory or management position.
  • Excellent leadership, interpersonal and organizational skills.
  • Excellent written and oral communication skills, including the ability to speak and write about technical issues for both technical and non-technical audiences.
  • Demonstrated ability to set and meet goals, assess resource needs, develop schedules, monitor, and communicate status, and develop processes and procedures.
