Salt Lake County Regional Planning & Transportation (RP&T) is hiring a full-time Municipal Services and Planning Program Manager within the Office of Regional Development. RP&T plays a central role in influencing regional planning and transportation to enhance Salt Lake County residents’ quality of life and visitors’ experience. You will have a key role in designing and implementing educational programs that focus on regional subject matter for the benefit of Salt Lake County municipalities; coordinate with the Greater Salt Lake Municipal Service District on regional planning efforts; manage specialized planning projects including policy analysis and briefing memorandums for decision making purposes; promotion of jointly agreed upon goals and policy with key partners such as the Utah League of Cities and Towns, Governor’s Office of Economic Opportunity, Unified economic Opportunity Commission, Property Rights Coalition, and the Land Use Task Force.
JOB SUMMARY
Coordinates with the Municipal Services District (MSD) on the regional planning efforts for Unincorporated Salt Lake County. Performs professional planning work to include conducting planning and transportation studies, collecting and presenting data, preparing reports, overseeing programs, and coordinating with and managing contractors working on Salt Lake County's various planning and transportation projects.
MINIMUM QUALIFICATIONS
Bachelor’s degree in urban planning, or related field plus four (4) years of related experience in local land use planning, regional planning, policy development, analysis and strategy, program implementation, and/or project management; OR an equivalent combination of related education and experience.
A valid Driver’s License issued by the State of Utah may be required to operate a vehicle.
ESSENTIAL FUNCTIONS

Assists in strategic planning, developing and implementing administrative procedures.- Prepares and manages the preparation of a variety of planning statistics, data, plans, designs, charts, records and reports.
- Public engagement and outreach including presentations to residents, interested parties, and government officials at the local, regional, state, and federal levels.
- Manages day to day regional planning initiatives.
- Partner and coordinate with organizations such as the Utah League of Cities and Towns (ILCT), the Governor’s Office of Economic Opportunity (GOEO), Unified Economic Opportunity Commission (UEOC), and Property Rights Coalition to promote jointly agreed upon goals and policy.
- Oversees the work of consultants retained to work on projects.
- Reviews consultant invoices and billing statements and prepares purchase requests.
- Assists in the preparation of the Regional Planning & Transportation annual budget.
- Works with regional partners to present training and educational workshops on planning topics of regional significance.
- Prepares reports and briefing memorandums for presentation to the Mayor and County Council and other elected officials and interested parties.
