This position will be in support of Directorate for DoD Infectious Diseases Reserach, Program Office.
HJF is seeking a Program Manager II to provide administrative project oversight to maximize the effective use of project resources. Supervises the work of assigned staff. Coordinates budget and accounting, space management, personnel management, overall management, contracts, and purchasing areas. Works on problems of moderate scope, applying an intermediate level understanding of organizational objectives, budgeting processes, and project management principles.

Responsibilities
  • Supervises the work of program staff, including assigning and reviewing work, providing guidance, and conducting performance evaluations.
  • Provides policy guidance and implements procedures and protocols to enhance efficiency and effectiveness of programs.
  • Develops and manages program plans from inception to deployment, applying project management methodology and enforcing best practice standards.
  • Initiates and monitors program actions including budgets, purchasing, and hiring activities.
  • Works with project stakeholders to ensure detailed business and technical requirements are defined to ensure success in program.
  • Monitors grant awards for compliance with regulations and adherence to timelines. Ensures compliance with terms and conditions of the award.
  • Maintains archive of documents required to support pre/post award management.
  • Interacts with project stakeholders by facilitating information flow as a liaison between research staff, Principal Investigators, project sponsors, research administrators and HJF Program Operations in the administration of agreements and contracts and research compliance.
  • Develops and maintains standard operating procedures, maintains and disseminates policies and obtains feedback for continual process improvement.
  • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.
  • May include budgetary responsibility to include plan/forecast, prepare.
Required Knowledge, Skills and Abilities
  • Knowledge of organizational objectives, the federal budget process, office automation.
  • Ability to work completely independently, use sound judgement in solving problems, and coordinate many complex systems and programs simultaneously.
  • Knowledge of project management principles, and good communications, customer/client relationship skills and people management experience.
Supervisory Responsibilities
  • Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.
Physical Capabilities
  • Ability to stand or sit at a computer for prolonged periods.

  • This position will take place primarily in a office setting.
Education and Experience
  • Bachelor's Degree required.
  • Minimum of 6-8 years experience required.
Licenses and Certifications
  • PMP preferred.
