LST is seeking a Program Analyst to join our team in supporting the FAA Air Traffic Organization's (ATO) Air Traffic Services Operational Planning and Integration Directorate (AJT-3). AJT-3 leads the air traffic community in integrating new capabilities and emerging technologies into the National Airspace System (NAS). The directorate focuses on initiatives that maximize NAS throughput and efficiency, while maintaining safety and ensures consistency in the integration and standardization by collaborating and communicating across ATO Service Units and FAA Lines of Businesses (LOBs). Programs and areas of collaboration include, but are not limited to Unmanned Aircraft System (UAS) Traffic Management (UTM), Advanced Air Mobility (AAM), Urban Air Mobility (UAM), Low Altitude Notification and Authorization Capability (LAANC), Commercial Space, UAS Remote ID, Section 383 UAS detection/mitigation, etc.


Responsibilities

Responsibilities may vary depending on the specific activities being supported (assigned by FAA customer), but can include a subset of the following list:

  • Support program analysis, special studies and other projects and activities associated with the integration of new entrants into the NAS. This includes commercial space vehicle operations, unmanned aircraft systems, urban air mobility, supersonic vehicles, and other new entrants not yet accounted for.
  • Perform research on specific new entrant issues and problem areas that require quick responses and inputs from multiple internal and external sources.
  • Support materials preparation (e.g., presentations) for meetings with AJT teams, other LOBs, and external government and/or industry stakeholders.
  • Participate in the development and review of various analysis documentation in support of ATC/operational subject matter experts on the team.
  • Solicit and coordinate new entrant information across the ATO and FAA LOBs.
  • Collect, assemble, organize, prepare, and present such new entrant information as issue papers, special reports, briefing packages, roadmaps, service plans, activity databases, and other documentation.
  • Prepare reports, presentations, and special documentation regarding organization, status, and progress.
  • Support the identification, analysis, and management of operational or programmatic risks, issues, and opportunities associated with new entrants, as well as identifying interdependencies.
  • Identify the technical, operational, and programmatic risks associated with integrating complex technologies into the NAS and assist in developing strategies to mitigate those risks.
  • Coordinate inter- and intra- office program management support activities and functions that includes arranging and coordinating meetings with stakeholders.
  • Capture notes and prepare/distribute meeting minutes.
  • Support responses to external agency informational requests (i.e. Congressional inquiries, Government Accountability Office (GAO) requests) on new entrant or strategic planning topics.
  • Establish, plan, and facilitate cross-FAA new entrant planning and integration sessions on a recurring basis.


Required Skills / Experience

  • 10-15 years' experience preferred
  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Project, Outlook); Microsoft Project and Visio may also be used in this role.
  • Attention to detail.
  • Strong verbal and written communication skills.
  • Self-directed and desire to learn/research in a fast-paced environment.


Desired Skills / Experience

  • Experience working activities related to integration of UAS into the NAS, such as LAANC, Remote ID, UTM, UTM Pilot Program (UPP), UAS Integration Pilot Program (IPP), BEYOND, AAM, and UAM.
  • Experience as a direct employee of, or contractual support to, FAA offices based at headquarters in Washington, D.C. a plus.
  • Effective interactions and communication with executives, managers, employees, customers, and stakeholders.
