The Program Analyst will primarily support the USAID, Office of Country Support as a Credence Institutional Support Contractor (ISC). In this role, the selected candidate will be an essential member of the Office of Country Support and will closely work on a day-to-day basis with the Senior Advisor, Field Coordination Unit (FCU), within that respective organizational unit. The PA provides support to the team, performing a variety of both complex and routine administrative and analytical duties.
Essential Duties and Responsibilities:
The primary responsibilities of the Program Analyst include:
Responsible for contributing to the overall coordination of short- and long-term support and planning; technical oversight; implementation; and monitoring and evaluation of all FCU staffing support activities.- Develops monitoring tools, templates, and trackers for the Firehouse PSCs and Rovers
- Initiates & monitors all pre-deployment processes (FACT, SEC,Travel, etc), including developing scopes of work, budgets, and justification memoranda for funding and implementation of FH/Rover assignments.
- Collects and analyzes program data for regular reporting to senior management.
- Drafts documents to secure funding for GH-TAMS, the Firehouse PSCs and the Rovers, and oversees the relationships between missions, project staff and GH, as well as providing key technical/programmatic assistance in the implementation of activities.
- Ensures Global Health and mission priorities for health areas are met.
- Provides technical updates, briefers and presentations that describe the FCU activities and progress; prepares portfolio reviews and reports; reviews contractor documents such as annual reports and operational plans; and prepares responses to Q&As and other requests for information.
- Complies with, drafts and monitors key contractual documents and processes to ensure timely agreements for PSC contracts.
- Assists missions and GH offices in developing their capacity to plan short- and long-term coverage activities.
- Closely coordinates and collaborates with missions to ensure effective support from the FCU mechanisms. Helps to align and integrate activities with missions to facilitate effective management of the health portfolio.
- Contributes public health expertise and participates in working groups to ensure effective coordination and implementation of the GH TAMS activities.
- Participates in relevant Firehouse and GH-TAMS project meetings, providing guidance and
- advising on projects and coverage support approaches.
- Advocates for programs and for funding required for achieving the desired outcomes within Agency and Bureau strategies, visions and policies.
- Provides technical and programmatic support, including developing and delivering presentations, and producing reference materials and talking points, as necessary, on the FCU’s staffing support work for informational, advocacy and coordination purposes as needed.
- Other duties as assigned.
- Master’s degree and 4 years, Bachelor’s and 6 years, Associate’s and 8 years, or High School and 10 years of relevant experience in social science, public health, public policy, business or related disciplines.
- Experience in international development and global health.
- Experience in project administration and management procedures
- Strong organizational/administrative, analytical, and budget skills.
- Good judgment, excellent interpersonal and teamwork skills, and Strong oral, written communication, and comprehension skills.
- Some knowledge of USAID rules, regulations and capacity building concepts is a plus.
- Ability to handle multi-tasking well.
- Ability to analyze and translate critical government, Agency and Bureau policies, regulations and guidance into common sense understanding to carry out instructions and describe in written, oral, or diagram form.
- Ability to effectively present information and respond to questions from team members,
- managers, and others.
- Strong quantitative and analysis skills.
- Proficiency in Microsoft suite of programs (e.g., Word, Excel, PowerPoint).
- International travel, ranging from 5-15%, depending on needs in the field.
- US citizenship or US permanent residency with the ability to obtain and maintain Facility Access clearance required.
