Background

Under the overall guidance of Deputy Director of DMA and under the direct supervision of the Chief of Procurement Section, the Consultant will be responsible for procurement operations and administrative support to the Procurement Section. The Consultant’s function is to ensure timely and accurate processing of transactions, administrative support in project and cost recovery transactions in Oracle ERP, among others. The Consultant is expected to provide solutions to a wide spectrum of issues, promote a collaborative, client-focused, quality and results-oriented approach in the section, work in close collaboration with internal and external stakeholders both at Headquarters and field levels for the successful data migration and implementation of a new system.
Duties and Responsibilities
Responsibilities:
Providing technical support in procurement and finance operations, including advising on policies, procedures, and best practices.
Assisting with the administration of procurement processes, including preparing and reviewing bid documents, conducting market research, and evaluating proposals.
Supporting the review and approval of financial transactions, including processing invoices, monitoring budgets, and reconciling accounts.
Providing support in data management, including managing financial data, preparing reports, and analyzing data to identify trends and areas for improvement.
Collaborating with other departments within UN Women to ensure procurement and finance operations are aligned with organizational goals and objectives.
Provide technical and functional advice to all involved stakeholders to improve and optimize the transactional process;
Support the overall data management efforts, including through provision of inputs to corporate dashboards using PowerBI, including assessment of existing legacy data, relationship between various elements and attributes, and gather the necessary data from multiple sources and systems;
Provide support for creation of technical documentation, including guidance documents;
Escalate technical or procedural issues to relevant subject matter focal points and business process owners to ensure timely resolution;
Ensure compliance with UN Women procurement and travel policies, procedures and any relevant regulations/rules;
Support the training and capacity-building efforts, as and when required;
Perform any other duty aimed at supporting travel and procurement management entrusted to the Procurement Section at UN Women Headquarters;
Review, record and prioritize purchasing requests and obtain additional information/documentation as required; determine the availability of vendors and funding sources;
Produce tender documents (e.g., Requests for Quotation) based on the nature of requirements and cost of procurement involved;
Prepare abstracts of offers and compile data contained in quotations, proposals, and bids to determine which supplier can deliver the required goods/services at the best terms and lowest costs possible under the guidance of Procurement Officers;
Assist relevant officers in more complex, higher-value purchasing operations; coordinate distribution of pertinent documents to concerned parties, ensure appropriate follow-up action, etc;
Maintain relevant internal databases and files; keep track of any contractual agreements, systems contracts, etc;
Draft routine correspondence;
Performs other duties as assigned.

Required Skills and Experience
Required Qualifications, Experience and skills:
Master’s Degree or equivalent in Business Administration, Public Administration, Operations, Supply Chain Management, Information Technology, Finance or related field;
A minimum of 2 years of progressively responsible professional experience in Procurement (primary) and/or Finance/Administration (optional);
Proficiency in the usage of computers and office software packages (MS Word, Excel, etc.);
Language:
Fluency in oral and written English is required.
Knowledge of another official United Nations language is desirable.
Mode of Contract Execution:
The services will be delivered remotely, and the consultant may be expected to be on site and within UN Women’s Headquarter offices, Department of Management and Administration (DMA) Procurement Section, when health and safety regulation guidelines allow for on-campus work operations.
