The Whole Life Engineering (WLE) Directorate provides effective and affordable design support and optimal sustainment solutions. These disciplines work together with our programs and external partners to develop innovative and customer focused solutions in order to produce reliable, safe and sustainable products.
Full Service Partnering Center (FSPC) is a division within WLE that supports high mix / low volume contracts.
Job Summary:
As a Principal Contracts Specialist with the Full Service Partnering Center (FSPC), you’ll be a sound contracts resource for Fleet Readiness Services Programs/Contracts to the Naval Surface and Undersea Systems/Naval Power Mission Area.
In this role, you will work collaboratively with the Program Manager and other program functional stakeholders (such as Finance, Engineering, Supply Chain, etc.), and the Customer to support program execution. You’ll use your business acumen, program knowledge and skill in recognizing contractual issues early in program to help drive program performance, provide guidance in solution implementation and influence outcomes to achieve desired results.

Responsibilities to Anticipate:
- Management of all aspects of the contracting process, including proposal preparation, fact finding, negotiation, contract administration, and contract closure. Focus on Product line growth and capture activities
- Engagement with program teams and customers to ensure that the program executes to contract requirements (including cost, funding, schedule, and deliverables)
- Working with a variety of business agreements, including strategic and proprietary information agreements, while interacting closely with management, organization, planning and controls
- Negotiating sound business deals with customers and provide governance to the program team in carrying out the terms of the contract
- Applying tenets of Raytheon Missile & Defense principles of Customer Focused Marketing to establish and maintain effective customer relationships based on professionalism, responsiveness, and ethical conduct

Qualifications You Must Have:
- Typically Requires: Bachelor's degree and 5 years of relevant experience OR an Associate’s degree and 7 years of relevant experience OR a relevant advanced degree and 3 years of related experience. In absence of a degree, 9 years of relevant experience is required.
- Experience in the field of Contract Management, Negotiations, Finance, Supply Chain, Program Management, or related fields.
- Experience working with proposals and/or contracts.
- The ability to obtain and maintain a US security clearance. US citizenship is required as only US citizens are eligible for a security clearance.

- Department of Defense contract experience.
- Experience working with complex proposals or contracts
- Experience working with FAR, DFAR, ITAR, etc. and/or equivalent government regulations.

- Experience in Microsoft Suite (Excel, Word, PowerPoint, or Project).

The salary range for this role is 75,000 USD - 161,000 USD; however, Raytheon Technologies considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
