Idea Recruitment has partner with a Public Safety organization in Green Cove Springs for their search for a Payroll Accountant.

The Payroll Accountant is responsible for the overall day-to-day operational processing of the CCSO payroll system and function. This position reports directly to the Accounting Controller and indirectly to the Chief Financial Officer.

ESSENTIAL JOB FUNCTIONS:
  • Set up new employees and related pay controls that includes information, not limited to salary/hourly rates, hire/termination dates, personal information, etc. into the payroll software.
  • Prepare general ledger entries with regular and overtime earnings and deductions.
  • Continual review and maintenance of payroll files.
  • Prepare and submit payroll and tax reports for federal, state, and local agencies on or before deadlines; (941’s, W2’s, unemployment, workers comp wage statement, etc.), as well as payroll reports for managers to review (comp liability, overtime, leave balance, etc.).
  • Run bi-weekly payroll processes to make salary payments to personnel.
  • Present to new incoming personnel an introduction to payroll forms and other aspects related to payroll policy, conducted during New Hire Orientation.
  • Preparing the Florida Retirement System (FRS) contribution file for payment remittance.
  • Computing end of year (EOY) payroll and leave roll-overs.
  • Preparing supporting documentation for overtime (OT) reimbursements from granting and/or FEMA agencies.
  • Performing accounting entries for liability insurance payments.
  • Reviewing Personnel Action Notices issued from HR for accuracy and using as source documentation to make changes in the payroll system.
  • Overseeing resolution of payroll inquiries from employees.
  • Performing reconciliations of payroll benefit deductions against invoices issued by benefit service providers.
  • Coordinating efforts with HR benefits staff to ensure accuracy of billing and/or changes to reflect new and terminated employees benefit choices.
  • Performing monthly payroll audits and assists with year-end accrual and closure.
  • Completing public record requests pertaining to Payroll documentation.
  • Ensures compliance with and demonstrates knowledge of governmental laws on payroll accounting and taxes
Knowledge, Skills, and Abilities:
  • Ability to demonstrate an competent knowledge of the laws, rules, and regulations governing payroll processing (FLSA), tax and withholding requirements (IRS), Family Medical Leave Act (FMLA) rules, regulations, and criteria.
  • Experience in preparing payroll and tax reports, as well as answering payroll inquiries.
  • Competent experience in preparing ledger entries and processing payments.
  • Ability to add, subtract, multiply, and divide whole numbers and fractions, to comprehend and compute ratios and percentages, and to comprehend and generate charts, graphs, and tables derived from quantitative and/or qualitative data.
  • Ability to demonstrate competent knowledge and skill in the use of office equipment and/or computer peripherals including as applicable: Microsoft Word, Excel, Outlook, specialized payroll and accounting computer program software/systems, phone, printer, copier, and any other equipment required to perform position tasks.
  • Excellent organizational and communication skills, accuracy and attention to detail.
  • Ability to efficiently organize, prioritize, schedule, and manage daily work activities, tasks, and special assignments to ensure varying and numerous deadlines are met timely.
  • Ability to demonstrate self-initiated activity to contribute to goal achievement consistent with agency mission and pursuant to agency policies.
  • Ability to gather information and use sound judgment by looking beyond surface issues to identify and analyze problems and develop effective solutions.

  • Ability to read, interpret, follow, and apply agency policies/procedures/directives related to the job performed by the incumbent and demonstrate this knowledge via oral or written testing if required and in daily job performance.
  • Timely review of all DMS notifications to ensure employee remains current on CCSO general orders and other information shared via this electronic channel.

• Associates Degree from accredited college or university in accounting. Bachelor’s degree in accounting is preferred • Minimum three years of experience as a payroll accountant or similar payroll functioning role. • In lieu of a degree, five years of payroll experience required. Certification, Licenses, and Registrations Requirements: • Either Certified Payroll Professional (CPP), or Fundamental Payroll Certification (PFC) preferred.
