POSITION DESCRIPTION: Supports Transit Intermodal Supervisor to manage transit and intermodal infrastructure projects, including phases such as Planning, Development, and Design. Assists with management duties such as scope development, staff hour estimation and negotiation, development and tracking of schedules, performance evaluations, review and approval of invoices, and technical review and coordination with various departments as appropriate. Stays abreast of current policies, procedures, and memoranda relative to transit planning and engineering. Assists with coordination and oversight for the department's involvement in other agencies' transit and intermodal projects.


Serves as Project and Program Manager for specific Districtwide public transportation programs as assigned. Facilitates program development, oversight, and aids internal and external coordination, technical support, and consultant management. Coordinates review efforts and performs training for agencies and staff.


Coordinates project development, implementation, and evaluation activities for public transportation agencies' projects as assigned. Collaborates with agencies to provide descriptions and budgets for development of Public Transportation Grant Agreements (PTGAs), and other related documents for execution in accordance with applicable Florida Statutes, Department policies, procedures, and directives for approved grant applications and/or work plans. Monitors and reports project activity and processes invoices for Transit/Intermodal projects. Responsible for meeting production schedules, updating project files and database maintenance.


Oversees and administers Financial Management (FM), FDOT Enterprise Information Portal, MADDOG, Florida Accountability Contract Tracking System (FACTS), Consultant Invoice Transmittal System (CITS) transactions, and reviews invoices for compliance with procedures. Processes invoices for consultant contracts and transit/intermodal projects as needed.


Serves as Program Manager for District Five Park and Ride Program. Directs the strategic development of the district's program, and coordinates with and provides technical support to other agencies and Department units in the development of the program and projects. Directs and oversees consultant activities.


Serves as the Department's liaison for transit and intermodal programs and as the representative for the Transportation Disadvantaged Local Coordinating Board (TDLCB) as assigned. Assists and advises transportation providers on the Department's policies and funding opportunities. Reviews Transportation Improvement Plans (TIPs), Unified Planning Work Programs (UPWPs) and other planning documents developed by local governments, transportation agencies, Metropolitan Planning Organizations, Regional Planning Councils, and other appropriate groups. Reviews consultants' comments on various documents, and Department policies and procedures for needed changes, corrections, and improvements for the implementation of programs. Prepares appropriate written recommendations and comments.


KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of: Analytical techniques of transit planning and development; federal and state transit regulations, guidance, and programs. Skills in: Using word processing, spreadsheet, database, presentation, and email applications; communicating effectively verbally and in written format. Ability to: Effectively manage transportation projects and programs; administer, oversee, and implement state and federal transit grant programs; analyze and evaluate data, reports, procedures, policies, and develop recommendations; interpret and apply transit regulations; prepare public transportation grant agreements; set priorities, assign work, and meet schedules; work independently and as a team player; resolve issues in a positive manner; establish and maintain effective internal and external relationships with others; develop bold and innovative ideas.


OTHER JOB RELATED REQUIREMENTS: Due to the nature of this position, incumbent must respond to emergencies.


MINIMUM QUALIFICATIONS: A bachelor's degree from an accredited college or university and 2 years of professional experience in the field of transportation, planning, public administration, engineering or logistics to which the position is assigned; or Registration as a Professional Engineer in accordance with Florida Statute 471. A master's degree from an accredited college or university in engineering or transportation can substitute for one year of the required experience. Professional or nonprofessional experience (including internships or co-ops) as described above can substitute on a year-for-year basis for the required college education.
