Position Description



The City of Tacoma's Neighborhood and Community Services (NCS) department is recruiting for Community Resources Analyst for the Outreach Specialist - Homeless Engagement Alternatives Liaison (HEAL) Team position.

The Outreach Specialist - Homeless Engagement Alternatives Liaison (HEAL) Team position supports efforts that have a direct impact on homelessness and community safety. This individual will be required to build partnerships both internally and externally to address issues related to individuals living unsheltered in encampments throughout our community. The successful candidate will need to rely on interpersonal influence, as well as strong cultural competency to achieve program success.

The Community Resources Analyst will be tasked with engaging in innovative problem solving as part of cross-functional teams to address encampments, ongoing and chronic issues impacting the overall cleanliness, safety and stability of neighborhoods.

Under the direction of NCS leadership, the Outreach Specialist - Homeless Engagement Alternatives Liaison Team position will:
  • Conduct direct outreach to unsheltered individuals experiencing homelessness, coordinate with homeless service providers and identify needs and services to address issues relating to homelessness in the City of Tacoma.
  • Work with Tacoma Police Department and a designated crisis responder to conduct outreach
  • Perform some work indoors but primarily outdoors on City property to coordinate and implement homeless encampment clean-ups within the City of Tacoma
  • Collect and use data to document program results.

Work Hours
The schedule for this position will be a standard day shift, Monday through Friday.

Working Conditions
Work includes indoor and outdoor environments, is subject to adverse weather and working conditions, and driving from site to site. Outreach and engagement may take place in locations not intended for human habitation with individuals experiencing behavioral health crisis.

Qualifications

Minimum Education*
Bachelor's degree in business or public administration, or social/ human services.

Minimum Experience*
2 years professional program work in human or social services administration.

  • Equivalency: 1 year of experience = 1 year of education

Desired Qualifications for Community Resources Analyst
  • Two years of experience in social work, community and economic development or related field
  • Bilingual candidates are encouraged to apply

  • Due to the nature of this work, an extended background check to work with the Tacoma Police Department is required

Selection Process & Supplemental Information

Examination Process
This is a competitive selection process. You will be required to respond to essay questions outlining your knowledge, skills and abilities necessary to perform the essential functions of this position. Applicants who meet the minimum qualifications will have their responses to the Supplemental Questions # 9-13 reviewed and scored by a committee of subject matter experts, as the Experience and Training Test. These questions will be scored on the basis of information provided. It is the responsibility of the applicants to adequately describe all pertinent experience and training. Please make sure you read the questions and provide complete informative answers, including your roles in the position and key activities. DO NOT respond with see resume in lieu of answering these questions; this will result in a failing score. Providing false information will result in disqualification.
Appointment is subject to passing a background check and the extended background check by the Tacoma Police Department. New employees must successfully complete a nine-month probationary period prior to obtaining permanent status in this classification.
