Minimum Qualifications:

  • Two years or more of verifiable experience supervising two or more direct reports.
  • Two years of verifiable experience performing personnel management functions such as recruitment, performance reviews, professional development and corrective actions.
  • Answers to qualifying questions must be verifiable within the work and/or educational history.
  • Employment in this position is contingent upon a satisfactory criminal history check (fingerprint-based) in accordance with Chapter 435, Florida Statutes.

Special Note: This role may be eligible for part-time remote work after completion of required training and acceptable proficiency is reached.


Description of Duties:


This is a highly responsible, independent professional position with the General Services Section, within Purchasing. This position requires a working knowledge in the preparation of Construction type solicitations, advertisements, amendments, renewals maintaining solicitation files, reporting, and other duties as assigned. Supervises, communicates with, motivates, trains, evaluates employees, and plans and directs employees work who directly reports to this position. This position will ensure compliance with the contract documentation requirements consistent with Florida Statutes 255 and 287; recommend operations policies and assist with the establishment of procedures relating to solicitations; work effectively in an independent environment on procurement teams within FWC, as well as other state agencies or other government entities and contractors.


The incumbent ensures timely execution of construction type documents through detailed tracking and monitoring of deadlines and action; analyzes proposals, market data and other data as it relates to procurement; ensure appropriate procurement method and agreement format utilized; ensure appropriate approvals are obtained in accordance with FWC Delegation of Authority; maintains working relationships with Department of Management Services (DMS) and Department of Financial Services (DFS) and consults with appropriate FWC staff regarding procurement related business; assists in the development and maintenance of FWC Procurement Training; assists in the collection and analysis of data relating to key performance indicators.


Solicitation – Issues Invitation to Bid, Request for Proposals, Invitations to Negotiate and other solicitations. Provides information and support to agency staff in the solicitation process including in developing the scope of work and other documentation. Attends pre-bid conferences and evaluates bids/proposals for responsiveness and responsibility of vendors making submissions. Applies State Laws, Rules and FWC policy in the development and management of the solicitation process. Prepares and maintains required solicitation documents.


Supervises the construction team members including leading, motivating, training, and evaluating. Assists with the tracking and monitoring of budgetary spend for Fixed Capital Outlay projects throughout the state. Works in coordination with regional staff to track the progress of Fixed Capital Outlay projects. Collect and provide data for budget planning and facilities operations as requested. Assists in the timely and accurate processing and/or approval of purchase requisitions in MyFloridaMarketPlace (MFMP). Reviews for accuracy, compliance with laws, rules, and FWC policy. Prepares and maintains required approvals and documentation.
