The Operational Risk Officer is a strategic professional who stays abreast of developments within own field and contributes to directional strategy by considering their application in own job and the business. Recognized technical authority for an area within the business. Requires basic commercial awareness. There are typically multiple people within the business that provide the same level of subject matter expertise. Developed communication and diplomacy skills are required in order to guide, influence and convince others, in particular colleagues in other areas and occasional external customers. Significant impact on the area through complex deliverables. Provides advice and counsel related to the technology or operations of the business. Work impacts an entire area, which eventually affects the overall performance and effectiveness of the sub-function/job family.

Responsibilities:

  • Establishes and oversees the application of operational risk policies, technology and tools, and governance processes to create lasting solutions for minimizing losses from failed internal processes, inadequate controls, and emerging risks.
  • Independently assess’ risks and drive actions to address the root causes that persistently lead to operational risk losses by challenging both historical and proposed practices.
  • Governance and oversight may include (not limited to) technology operational risk, risk for example.
  • Serves as a subject matter expert for Issues Management (KPI/KRI/Corrective Action Plans)
  • Resolves transactional level escalations coming from the vendor or internal partners
  • Analyzes a multitude of scorecards/performance management tools in an attempt to mitigate exposure (risk/financial/regulatory)
  • Monitors goals are met through performance, risk and relationship oversight of our extended supply chain
  • Collaborates to resolve any issues which fall within the terms of the contract.
  • Develops and maintains relationships across the business users and Lines of Defense to better understand and deliver customer requirements by responding to changes in the internal and external business environment
  • Has the ability to operate with a limited level of direct supervision.
  • Can exercise independence of judgement and autonomy.
  • Acts as SME to senior stakeholders and /or other team members.
  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.

Qualifications:

  • 6-10 years experience navigating and networking across an enterprise utilizing internal and external resources Third Party Oversight/Vendor Oversight experience preferred Business writing experience preferred
  • In depth knowledge of Consumer Bank Operational processes and technology platforms supporting the Operations.

Education:

  • Bachelor’s/University degree preferred, Master’s degree preferred

This will be a hybrid work position (i.e. working from home a couple of days and working on site a couple of days each week).

The USCB Change Program is a multi – year effort to improve risk management, operational excellence and customer experience through a new model that drives process ownership as well as extensive automation of our risk and controls environment. The team is responsible for driving all aspects of change management related process automation and transformation of the manual control environment for the US Consumer Bank franchise. The mission is to simplify, improve and measure GCB NAM processes by delivering enhancements to the control environment, the customer journey and employee experience using Lean Six Sigma process design techniques and digital automation. We focus on delivering sustained, long-term business benefit and risk reduction to the US Consumer Bank by accelerating progress.

The CBORC Operational Risk Officer is responsible for guiding the U.S. Consumer Operations Change Program and business in assessing the operations risk and control environment, identifying improvement opportunities, reporting, monitoring key risk metrics and providing governance with respect to all risk and control related matters. The goal is to effectively enhance the risk culture within the business and through partnerships and oversight, effectively identify and mitigate risks to within the approved risk appetite. The scope of this responsibility encompasses all operational risks applicable to the U.S. Consumer Operations business. The candidate will collaborate with counterparts in CBORC, In-Business Risk, Operations & Technology, and second line of defense partners to ensure regulation risks are adequately managed. This risk officer is an integral member of the leadership team who will work with the Change Program work stream leads to define and create robust control digitization and transformation strategies, leveraging lean reengineering frameworks to drive enhancements to risk management and operational controls.

Key responsibilities include:

  • Partners with key stakeholders within the Change Program ecosystem and business to identify, assess, aggregate and document risks and controls, including risk associated with new or modified products, services, distribution channels, regulations, and third-party operations.
  • Communicates results of process excellence and lean reengineering control opportunities to business process owners, various levels of leadership and other parallel operations workstreams.
  • Contributes to the implementation of new risk policies, practices, appetites, and solutions to ensure holistic understanding and management of risks according to industry best practice.
  • Enhances strategies, tools, and methodologies to measure, monitor, and report risks.
  • Applies working knowledge to assess data and produce analytical insights to understand business objectives, drive risk-based decisions, and influence solution strategies.
  • Provide control related subject matter expertise for relevant projects driven within the Consumer Banking organization.
  • Partner with Change Program partners and business to complete root cause analysis on significant risk events/operational losses/issues to develop sustainable remediation plans.
  • Effectively contributes in cross-functional teams to identify, assess, aggregate, and mitigate current and emerging risk events.
  • Educating and providing guidance to business leaders and process owners on required ORM policy adherence and contributing to the end-to-end development of controls and monitoring to ensure they are designed appropriately to mitigate the risks identified and digitization is applied, where possible. This includes active leadership and engagement during the scoring of inherent risk, and the performance of control and monitoring design assessments to ensure identified risks are well understood and addressed.
  • Actively collaborating with business leaders to identify, evaluate, and manage risks arising from changes in regulations or internal policies, or from business-led changes. This involves promoting a culture of responsible business innovation with a strong emphasis on demonstrable adherence through key risk and controls monitoring.

  • Qualifications:
  • Bachelor’s or advance degree in business or related field preferred
  • 3 or more years of Project Management experience
  • 3 or more years of experience in operational risk or analytics required
  • 3-5 years of compliance, audit, project management, or operational risk preferred
  • Self-motivated and confident decision-maker with the ability to demonstrate leadership, challenging, and influencing change
  • Experience presenting balanced risk perspective and interacting with senior leadership
  • Knowledge of the transaction cycle of consumer and institutional financial service products
