MassHealth Training Liaison
Job description
MassHealth is seeking an individual to develop and implement training for existing programs and new initiatives. The incumbent will assess needs and present trainings for new and experienced MassHealth staff. The position will require regular travel to each of the MassHealth field offices (Charlestown, Chelsea, New Bedford, Springfield, Taunton, Tewksbury and Quincy) and will be based in Quincy.
Duties and Responsibilities (these duties are a general summary and not all-inclusive):
- Present trainings on various MassHealth programs, policies, systems, and procedures for MassHealth Enrollment Center (MEC) staff.
- Provide On-the-Job Training programs for new MassHealth staff determining member eligibility for a variety of services.
- Provide On-the-Job Training programs for new MassHealth clerical staff that prep, scan and index documents to aid in determining member eligibility.
- Write training packages and all collaborative materials (such as desk guides, PowerPoints, job aids, e-learnings, etc.) for staff throughout MassHealth, EOHHS, and external contractor sites and stakeholders.
- Translate complex policies, procedures and systems into simple, understandable training materials.
- Responsible for 5-15 new staff assigned to unit during training period.
- Conduct refresher training on updated policies and systems.
- Help develop and present training programs for priority Executive Office of Health and Human Services (EOHHS) initiatives such as the Affordable Care Act (ACA), MassHealth Payment Reform and Long-term Care Services and Supports (LTSS).
- Work on a wide variety of MassHealth special projects including cross-agency training efforts.
- Monitor new programs, processes and systems, and help evaluate their impact on MassHealth’s training needs.
- Act as subject matter expert for MassHealth eligibility policy, procedures and systems for MassHealth field offices.
- Act as liaison between MassHealth field offices and MassHealth Central Office to escalate questions and issues regarding MassHealth policies, procedures and systems.
- Provide assistance to field office management team on day-to-day MEC issues, such as case closings, undeliverable mail, task time analyses, etc.
- Deliver one to one mentoring training for staff needing refresher or more intensive learning.
- Help interview and select new staff.
- Coordinate training sessions offered by internal and external subject matter experts.
- Conduct frequent, in-depth learning and development needs assessments by working closely with MEC staff and management teams.
- Develop desk guides for new initiatives and refresher trainings.
- Develop, deliver and facilitate professional and organizational development sessions.
- Serve as “all purpose” trainer for any regional MEC.
- Keep current and maintain expertise in following areas: MassHealth (HCR and Traditional and LTSS), Health Connector and Health Safety Net Policies and Systems, and Microsoft Office Applications (Word, Excel, and Outlook).
- Update training packages within 14 days or less of policy and systems changes.
- Collaborate with EQA unit to identify trends and create professional training to minimize impact to member experience.
- Requires travel to other sites per operational need and rotate between sites.
Preferred Qualifications:
- Ability to translate complex policies, procedures, and systems into simple, understandable training materials.
- Ability to clearly communicate in written and oral presentation.
- Ability to plan and conduct training sessions.
- The ability to manage and sustain multiple and complex relationships and ensure that lines of communication are open.
- The ability to work under significant time pressures to meet unanticipated demands.
- The ability to work effectively with teams, share information and work collaboratively to solve problems and make decisions.
- Knowledge of the theories and principles of adult learning.
- Knowledge of training methods and techniques such as lecture, case study, role playing and programmed instruction.
- Strong presentation skills, and the ability to prepare software presentations and other visual aids.
- Ability to supervise participants in a training session and facilitate groups.
- Experience assessing individual and group training needs.
- Experience developing and conducting on-the-job training programs.
- Knowledge of professional and organizational development.
- Knowledge of MassHealth programs, policies and systems.
- Knowledge of Microsoft Office applications, and ability to develop related training programs and desk guides.
