About Chief Controls Office

The Chief Controls Office (CCO) is a function within the Chief Operating Office (COO) that operates across BUK, BBplc and BX to drive consistent, excellent performance against the Control agenda. The team is an integral part of Barclays’ increasing emphasis on sustaining and strengthening an effective control framework, to meet our business needs, meet regulatory requirements and also to deliver upon our core values and commitments to all of our stakeholders.


The purpose of the Chief Controls Office is to improve the Control Environment. We do this by defining and executing strong risk and controls processes, via effective control management tools and reporting. Control Business Partners directly partner with key stakeholders in the business as well as other BX services to provide an expert advisory service on a range of control related matters that support the assessment and management of risk across the businesses

About Business Control
The Markets Business Control Management is the specialist 1st line of defence team that work directly with the line of business heads and aligned functions to ensure non-financial risks are identified, quantified and mitigated, in accordance with all required standards.


Overall purpose of role

Global Financing within Markets encompasses the Prime Derivative Services, Delta 1 and Fixed Income Financing businesses, offering clients a range of execution, synthetic exposures and asset/repo financing services. The Global Business Control Manager for Global Financing Head leads a team of specialists to ensure the non-financial risks impacting the underlying lines of business are fully understood and appropriately mitigated. This requirement spans the commercial risks specific to Global Financing and those risks impacting Markets and potentially the wider firm.


In order to meet this requirement, the Global Business Control Manager must define and implement appropriate risk assessment and control frameworks. This will enable the line of business heads to meet their accountabilities and supervisory responsibilities, in terms of overseeing non-financial risk front to back.


Additionally, the Global Business Control Manager will work with aligned functions to apply the firmwide risk and control frameworks, that enable consistent governance, assessment, categorization and reporting on risk/control issues impacting the Global Financing lines of business.


Key Accountabilities

  • Enable line of business risk identification and assessment, in order to determine the non financial risks and vulnerabilities specific to the commercial activities of the Global Financing businesses
  • Undertake in depth reviews of the front to back control environment, resulting from self identified concerns and potential risk events
  • Develop new approaches to risk assessment specific to the Global Financing buisness, with strategic and sustainable outcomes, fully embedded into the firm’s working practices
  • Lead the formal governance, in partnership with the line of business heads, to oversee all aspects of non-financial risks, ratify areas of improvement and manage the remediations
  • Lead and own Global Financing, Markets and where appropriate CIB wide remediation initiatives, that enable fully sustainable outcomes
  • Work with 2nd line Risk Functions and 3rd Line Independent Audit to address identified limitations within the applicable risk and control frameworks
  • Develop the operating model, such that constant progression is evident to enable data driven risk monitoring, automation of controls and more agile governance
  • Develop the team to drive deep business understanding front-to-back and leverage full global locations, in delivery of service
  • Represent the Global Financing businesses in relevant interactions with Executive Management and Regulators

Ensure that all activities and duties are carried out in full compliance with regulatory requirements, Enterprise-Wide Risk Management Framework and internal Barclays Policies and Policy Standards.


Person Specification

  • Extensive exposure to Prime, Delta1, Fixed Income Financing, Markets Sales and Trading, within a top tier financial institution.
  • Track record of working in a full service 1st Line of Defence team, working directly with Markets line of business heads and aligned function heads.
  • Experience of embedding risk and control frameworks, specific to Markets lines of business.
  • A proven team leader and people manager with the ability to partner across functions and geographies.
  • Strong analytical abilities, with a methodical approach, sound judgement and a close attention to detail.
  • Extensive project management experience and strong organisational skills.
  • Proven stakeholder management skills, setting and proactively managing expectations in challenging environments.
  • Excellent written and verbal communication skills.
  • An excellent understanding of modern governance, risk, and control assessment techniques.
  • The role may involve overseas travel as needed.


Essential Skills/Basic Qualifications:

  • Degree qualified and relevant business experience relating to Prime, Delta1, Fixed Income Financing, Markets Sales and Trading.
  • Extensive experience in one or more of the following: 1st Line of Defence, Business Management, Assurance, Compliance, Operational Risk, Global Program Management.
  • Excellent understanding of risk and control assessment techniques; and excellent communication skills and a proven ability to work in a matrix organisation.
  • Knowledge of the Financial Services regulatory environment.
  • Experience with data analytics tools and techniques.
  • Prior experience in team leadership and people management
