Axle is seeking a highly ambitious, adaptable, structured, and detail-oriented Management Program Analyst to join our vibrant team at the National Institutes of Health (NIH) supporting the National Institute of Mental Health (NIMH) located in Bethesda, MD.
Overall Position Summary and Objectives
Provide direct support to the training director for all aspects of the NIMH PGY4 Residency and Clinical Fellowship Program including the ACGME accredited PGY4 psychiatry residency program, the post-graduate clinical fellowship program, and related programs such as the NIMH Outstanding Resident Award Program and NIMH Brain Camp.
Deliverables:
- Work products and documents related to coordinating NIMH OCD initiatives and events; noting commitments and arranging for implementation; establish appointment priorities; read outgoing correspondence; make recommendations to resolve problems that arise. - Daily
- Work products and documents related to updating and maintaining calendars; coordinate meetings, workshops and courses; schedule conference rooms; maintain office records; track, record and direct manuscripts to reviewers; maintain branch filing systems. - Daily
- Work products and documents related to developing, maintaining and utilizing administrative databases; compile data; create and maintain PowerPoint presentations; format and submit summaries for yearly reviews. - Daily
- Work products and documents related to FTE and Non-FTE personnel and trainee actions in compliance with NIMH IRP lead times and business needs. - Daily
- Work products and documents related to travel packages in accordance to DHHS, NIH, and NIMH regulations and policy, as well as NIMH lead times. - Daily
Work Details:
- Provides analysis and advisory services regarding management functions.
- Prepare business process reviews, studies and reports on efficiency.
- Assist researching and preparing program and operational strategies and implementation plans.
- Conduct in-depth analysis of all facets of operations, document areas for improvement, research improvement methodologies and recommend course of action.
- Prepares a variety of management and administrative studies to analyze and evaluate internal procedures, policies, processes and systems for the purpose of improving efficiency.
- Analyze and evaluate proposed changes in operating procedures and draft standard operating procedure and
- Review policy, regulatory and legal requirements for operation and document gaps and propose corrective actions.
- Reviews and comments on new or proposed changes to existing policies, procedures or systems.
- Observe operations and documents standard practices and develops new standard operating procedures (SOP) and instructions.
- Prepares reports in the areas of budget, procurement, HR, travel, etc.
- Review administrative audit and investigative reports to determine appropriate changes.
- Review staffing data for gaps in knowledge, skills and abilities necessary to conduct operations.
- Reviews policy and regulation that governs the activities performed in the program.
- Research and review institutional policies applicable to operations.
- Review business, operations and program plans for consistency and compliance with institutional and governmental policies.
- Prepares reports and presentations for meetings.

- Researches and suggests developing areas of management policy.
- Assess organization and design performance measurement and evaluation tools and tactics to document and track performance over time.
- Performs in-depth analysis and statistical comparison of organizational data and information.
- Using available software and applications, such as SPSS, R, etc. conduct statistical analysis of financial, performance and workforce data.
- Assist financial managers prepare annual appropriated budget requests.
- Assist financial managers analyze annual budgets and budgetary requests and organize data logically.
- Conduct workforce studies and provide in-depth analysis and reporting.
- Perform job task analysis documenting inventory of billets, knowledge, skills and abilities or the workforce and analyzing gaps.
- Assist in developing recruiting strategies to meet emerging knowledge, skills and abilities requirements.
- Assess recruiting and hiring practices for efficiency and effectiveness and report results.
- Mentor and train junior management analysts.
- Coordinate with other senior management analysts to review and standardize practices and procedures to ensure consistency of quality and outcomes.
- Provides support for various procurement and administrative tasks.
- Attendance at NIH Clinical Center Graduate Medical Education Committee GMEC monthly meetings as well as program coordinator meetings
- Attends continuing education about program coordinator roles and responsibilities by attendance at the American
- Association of Directors of Psychiatry Residency Training AADPRT;
- Develops, maintains and updates documentation, databases and spreadsheets for personnel, budget and travel actions.
- Manage and support resident and fellow applications, interviews and travel; assist with preparation of resident and
- fellow initial hiring and appointment actions and renewals
- Prepares inventory and purchase requests and assists with property management.
- Perform office management and administrative support functions, such as answering telephone calls,
- taking delivering messages, coordinating office supplies, pre-paring shipments, and obtaining signatures on documents as directed
- In the executive levels absence ensure that requests for action or information are relayed to the appropriate staff; decide whether executive level should be notified of important or emergency issues
- Summarize the content of incoming materials, specially gathered information, or meetings to assist executive; coordinate the new information with background office sources; draw attention to important parts or conflicts
- Coordinates with management on special projects.
- Coordination of required program meetings such as the Clinical Competency Committee and annual Program Evaluation Committee;
- Preparation of residency materials for annual review by the Designated Institutional Official DIO of the GMEC;
- Researchers and proposes new administrative procedures.
- Provide support to the Office of the Clinical Director through the completion of necessary administrative activities 3
- Supporting the Program Director with the NIMH Outstanding Resident Award Program including website, emails list, applications, selection, program and travel needs 2
