DESCRIPTION

Starting salary for this position is: $3,096 (Monthly)

Employees starting at the entry step of this range receive salary step advancement after six months and every 12 months thereafter. If an employee starting at anything higher than the entry step of the range, will have salary step advancement after 12 months and salary step advancement every 12 months thereafter until they reach the top of the salary range. Each salary step advancement will be approximately a 5% increase in salary.

The Community Colleges of Spokane is seeking a highly motivated and qualified individual for the position of LEP Program Coordinator in the SCC ESL Department.

GENERAL DEFINITION

Under general direction, this position is responsible for serving as subject matter expert (SME) in the Limited English Proficiency (LEP) program. This position will be solely responsible for all aspects of reporting of LEP clients and working with local partner agencies such as Department of Social and Health Services (DSHS) and World Relief and International Rescue Committee (IRC) regarding client referrals.

The LEP Coordinator will provide students, staff, and the public information and interpretation of policies and activities related to the LEP program including Comprehensive Adult Student Assessment System (CASAS) assessments, quarterly assessments, intake testing and placement; maintain student records and files; prepare a variety of spreadsheets and maintain LEP databases.

CHARACTERISTIC DUTIES AND RESPONSIBILITIES


  • Serve as SME for the LEP Program. Have extensive involvement with students, staff, the public and/or agencies in carrying out LEP program activities. Provide students, staff, and the public information and interpretation of policies and activities related to the LEP program requirements. *
  • Coordinate intake assessment, enrollment and placement of LEP students in Adult Basic Education (ABE)/English as a Second Language (ESL) program. Inform LEP students of the WorkFirst (WF) participation, regulations and requirements. Input information into ABE/LEP databases; use DSHS Electronic Job Automated database (EJAS) to reflect necessary information for reporting and to track students served under the LEP contract and contract renewal; print and distribute lists of current LEP students to faculty; communicate with instructors and ESL support staff regarding reporting absences of the LEP students to the Retention Services with Case Managers at DSHS. *
  • Provide support services to LEP clients; determine their eligibility and document necessary information in EJAS and the student file. *
  • Be responsible accurate record keeping and maintenance of the LEP records. Collect necessary documentation for LEP quarterly billing; prepare and proofread the billing for Office of Refugee and Immigrant Assistance (ORIA). *
  • Compose correspondence, printed materials, and news releases related to LEP program services; edit materials for accuracy, appearance, readability, and style. *
  • Coordinate arrangements for program activities such as meetings and conferences. *
  • Establish and maintain manual and electronic records and files; generate reports as required. *
  • Support test distribution and actual CASAS appraisal and quarterly assessments. *
  • Provide support to other ABE/ESL programs as needed.
  • Model professional decorum and mutual respect in all personal interactions. *
  • Comply with district policies, procedures and directives, state and federal regulations, orders and statutes and collective bargaining agreements. *
  • Support and advance the CCS strategic plan, and perform other duties as assigned. *
  • Indicates this is an essential duty.
This position is designated a bargaining unit position.

COMPETENCIES & OTHER REQUIREMENTS

REQUIRED COMPETENCIES (MINIMUM QUALIFICATIONS)


  • Knowledge and/or experience on maintaining electronic and manual filing systems.
  • Advanced knowledge of using computers, spreadsheets, database and word processing software. Demonstrated ability to learn and use a database system.
  • Excellent interpersonal, oral, and written communication skills.
  • Experience working with adults with limited English who have multiple barriers to education and employment.
  • Ability to have attention to details while adhering to strict deadlines.
  • Ability to work independently as well as in a team environment.
  • Acceptance of the responsibility to promote the welfare and best interests of students at all times.
  • A demonstrable understanding and acceptance of the vision, mission, values, goals, objectives and strategic plan of CCS.
  • The ability to perform assigned duties in a manner consistent with applicable laws, regulations and goals of the institution, and community and technical college system.
  • Demonstrated commitment to fostering and supporting a teaching, learning and working environment that honors diversity, equity and inclusion.

PREFERRED COMPETENCIES (DESIRED QUALIFICATIONS)
The following qualifications are not necessary for application but could support a candidate’s success:
  • Two (2) or more years of experience working with adults with limited English.
  • Two (2) or more years of relevant office clerical experience.
  • One (1) or more years of experience with EJAS and student management systems (SMS).
  • Knowledge of LEP program rules/regulations.
  • Familiar with PeopleSoft software
  • Experience using Office 365.
  • Fluency in a second language.
  • Experience in a higher education environment.

CONDITIONS/TERMS OF EMPLOYMENT

TOTAL COMPENSATION WITH BENEFITS: $54,079 - $67,084.

Total compensation is an estimate based upon adding the following amounts together:


  • Base compensation of $37,152 - $49,404, plus
  • Current employer-paid health and related benefit contribution rates, plus

The actual total will vary depending upon each employee's enrollment choices.

Person hired must be able to provide acceptable documentation of U.S. Citizenship or lawful authorization to work in the United States. This is an absolute condition of employment.   • Occasional to frequent change in position from sedentary, standing, stooping and walking.
  • Frequent oral and auditory communication with others.

CONDITIONS OF EMPLOYMENT
  • Full-time schedule (12-months, 40-hours a week).
  • 6-month probationary period; may be extended up to 12 months.
  • This position is overtime eligible.
  • Criminal background check required.
