Job Summary:

The Behavioral Health Program Manager manages all aspects of the Outpatient Center’s MH and AD/SA programming. Provides day-to-day oversight, administrative leadership and supervision to subordinate staff, including service plan and documentation reviews for conformity to agency and payer requirements. Appropriately interprets and implements applicable regulations of the agencies, payers and accreditation boards that govern the program. Maintains knowledge of “best practices” within the program area. Develops program protocols and regularly assesses their compliance with contractual, regulatory and accreditation standards. Develops systems for evaluating the quality, effectiveness and efficiency of service delivery relative to client needs. Recommends programmatic changes to agency directors based on results of evaluations or changes in applicable regulations.


Duties & Responsibilities:


Administrative & Program Management:

  • Manages all aspects of an agency-wide mental health or addictive disease program whose contract mandate or billing requirement is supervision by a fully licensed service provider.
  • Appropriately interprets and implements applicable regulations of the agencies, payers and accreditation boards that govern the program.
  • Maintains knowledge of "best practices" within the program area.
  • Develops program protocols and regularly assesses their compliance with contractual, regulatory and accreditation standards. Develops systems for evaluating the quality, effectiveness and efficiency of service delivery relative to client needs.
  • Recommends programmatic changes to agency directors based on results of evaluations or changes in applicable regulations.
  • Keeps up with Failed Claims to ensure errors are fixed & that staff have knowledge to prevent errors, leading to maximum reimbursement for services provided.
  • Works with Director to prepare and submit budget requests based on program needs.
  • Monitors expenditures and makes adjustments as needed. Modifies programs and staffing according to available funds.
  • Coordinates services and maintains working relationships with other service providers in the agency and community to optimize resources available to the client.


Clinical Supervision:

  • Provides individual (minimum of 1x/Mo.) and group (min. 2x/Mo) clinical supervision to clinical staff; promotes a team culture of learning that enables staff to openly question, reflect and learn from their practice; takes overall responsibility for the personal development and education of staff members including coordinating in-service trainings; provides effective leadership in ensuring subordinates provide solid & effective clinical care using evidenced-based practices; reviews care plans, assessments, treatment/progress notes & interventions provided, and documentation for conformity to agency and payer requirements.
  • Appropriately interprets, implements, and enforces compliance with agency policies and procedures and safety regulations. Manages incoming case transfers to ensure continuity of care is maintained and the appropriate Level of Care is being provided.
  • Acts as clinical liaison between other agency programs/centers. Assists in addressing any client related issues (including but not limited to client feedback/comments & complaints)


Clinical Services & Documentation:

  • Provides professional therapeutic services to persons with mental illness and/or addictive disease or whose disability is intractable or difficult to manage.
  • Provides services to clients with all payer sources.
  • Arranges appointment schedule at optimal intervals to maximize use of work time/manager duties. Conducts face-to-face comprehensive assessments & assists w/ Intakes (as needed) to identify problems and service needs. Provides individual, family or group therapeutic counseling and/or educational and skill development sessions as indicated in the service plan.
  • Monitors client progress and compliance with the service plan.
  • Writes timely progress notes that relate directly to the treatment outcomes described in the service plan. Identifies unmet needs, reviews available resources, modifies the treatment plan as indicated. Requests treatment authorizations and re-authorizations within required time frames.
  • Provides and bills only those services that are authorized.


Staff/Talent Management:

  • Recommends hires, trains, and evaluates performance of subordinate staff. Utilizes coaching and involves subordinates in the identification and solution of program issues and the implementation of required program changes. Develop, plan, implement in-service training for staff.
  • Directs the development of client service/treatment plans by clinical team.
  • Assures that plans are implemented and reviewed as required. Assures that clients receive the appropriate attention to their needs and service guidelines.
  • Ensures that staff follow all Medicaid, state, insurer, and other regulations related to the credentials required to provide authorized services.
  • Follows FLSA & other legal and agency requirements regarding scheduling, hours worked and granting of compensatory time and overtime for non-exempt subordinates.
  • Reviews time records submitted by non-exempt subordinates for accuracy and completeness. Applies consistent standards for approval or denial of leave that comply with agency policies and procedures related to use of leave and suggested minimum balances.
  • Regularly counsels’ employees whose leave balances or leave use are below standards and/or takes other appropriate disciplinary actions.


Quality Measures Management:

  • Communicates expectations for Quality Measures to subordinate clinical staff and monitors their metrics monthly.
  • Assists staff with identifying barriers to meeting floor values and monitors implementation of improvement activities. Takes appropriate corrective actions if metrics are not met each quarter


Team Leadership:

  • Effectively manages and guides group efforts; tracks team progress, adequately anticipates roadblocks, changes course as needed to achieve team goals; provides appropriate feedback concerning group and individual performance, including areas of strengths and areas for improvement.


Flexible weekly hours Monday through Friday, with some expanded hours

After hours call rotation (phone only) for extra compensation!


Education and/or Work Experience Requirements:


Minimum Qualifications:

Master's degree in a related field from an accredited college or university AND Fully or Associate licensure (LCSW/LPC/LMSW/LAPC) in state of Georgia.


Preferred Qualifications:

  • Previous experience in clinical supervision and management
  • Experience with Carelogic or other ECR/EMR
  • At least one year of experience working in Community Mental Health with SPMI &/or SUD


Requirements/Competencies:

  • Must be able to lift 20 pounds.
  • Requires long periods of sitting/standing.
  • Must have valid Georgia driver’s license and Motor Vehicle Record in accordance with company policy.
  • Candidates for selection must pass a criminal background check (including fingerprinting).
  • Must pass a pre-employment drug screen and subject to random drug screens.
  • Any combination of training and experience, which would have enabled the applicant to acquire the necessary knowledge, skills and abilities Note: Some positions may require a valid driver's license.
  • Other duties as assigned.
