Responsible for ensuring legal compliance by and limiting risk exposure for HPSJ, anticipating issues and estimating risks, providing expert and strategic legal advice to HPSJ’s Commissioners, executives and senior management team members on various legal matters, and facilitating business strategy development. This is a hybrid position - remote and onsite - and will require occasional travel.

What You Will Do:
  • Assesses and communicates the risk of business decisions, activities and events.
  • Oversees, collaborates with or reviews the work of outside counsel on various legal activities, including litigation actions.
  • Develops and maintains relationships with internal and external stakeholders, including state regulators.
  • Researches and provides counsel on emerging and current laws and regulations, including those related to privacy, security, Medi-Cal/Medicaid and Medicare.
  • Prepares, reviews and/or negotiates various legal documents, including provider and administrative contracts.
  • Reviews and provides advice on policies, procedures and practices,
  • Provides guidance to and assists internal stakeholders with legal questions.
  • Identifies and implements of process improvement strategies, in collaboration with internal stakeholders. Creates and maintains appropriate and required data, records, reports and other documentation according to internal and external requirements.
  • Develops and implements internal governance policies and guidance and manages the impact of external factors as applicable.
  • Manages copyrights and trademarks.

Required
  • Ability to provide prudent legal decision recommendations to HPSJ executive team members.
  • In-depth knowledge of the California and Federal healthcare landscape - Medi-Cal Managed Care and Medicare D-SNP.
  • In-depth knowledge and understanding of applicable California and Federal laws and regulations which govern HPSJ, including California and Federal health laws, CCR & CFR, litigations, labor law and provider contracting.
  • Ability to anticipate and respond effectively to legal issues and risks.

What You Have:

Education and Experience

Required

  • Juris Doctor degree from accredited law school; and
  • At least four years of healthcare legal experience; and
  • Experience with Medi-Cal and/or Medicare managed care program requirements; and
  • Experience working closely with internal and external leadership; and
  • Experience providing legal counsel in business environment.

Preferred

  • Bachelor’s Degree
  • Experience as an in-house counsel and/or counsel for a public agency
  • Experience working with regulators and with outside counsel

Licenses, Certifications

Required

  • Current state bar license to practice law in the State of California
  • Valid California driver license and reliable transportation or, the ability to obtain transportation on demand in the counties served by HPSJ if prohibited from getting a driver license due to a medically documented disability.
