Context:

The IOM Country Office Labour Mobility and Human Development (LHD) Unit is developing projects in subject areas such as migration and development, labour migration, integration, counter-trafficking, vulnerable migrant groups and unaccompanied migrant children (UMC).

Under the direct supervision and guidance of the Head of Unit of the Labour Migration and Human Development (LHD) unit and under the overall supervision of the Chief of Mission in the Country Office for Belgium and Luxembourg, the incumbent will assist the Project Manager with the implementation of the LHD projects of the IOM Country Office

In addition to this, the incumbent will be expected to contribute to the development of new projects and activities for the LHD unit.

Core Functions / Responsibilities:

I. SUPPORT THE IMPLEMENTATION OF PROJECTS ON LABOUR MIGRATION

In particular, the incumbent will:

  • In close coordination with the Project Manager and the Head of Unit, assist with the implementation and follow-up on project activities.This includes following-up on projects’ work plans and deliverables, organising steering committees and events, assisting in drafting final reports, etc.
  • Assist the project manager with the implementation of LHD projects. Liaise with the stakeholders in the participating countries and assist in the overall monitoring and evaluation of the projects so that sufficient information can be provided to the project donor;
  • Coordinate with internal units (finance team, legal team, etc.) on the project budgets, project contracts, administration, terms of reference, data protection, procurement, etc.
  • Assist the Project Managers in drafting the final narrative and financial reports to be submitted to the donor;
  • Assist the Head of Unit with the development of new projects and initiatives in the field of labour migration and human development. This includes the drafting of concept notes and project proposals, identification of donor priorities and funding opportunities.

II- POLICY SUPPORT AND OUTREACH ON LABOUR MIGRATION

  • Assist in identifying and suggest possible partnerships with the private sector, civil society (NGOs, diaspora associations, etc.) and other stakeholders (such as the Belgian and Luxembourgish governments and universities) in order to improve knowledge on new migration initiatives and policies;
  • Assist in identifying Belgium and Luxembourg’s policy priorities with regards to migration and identify synergies with the IOM Country Office objectives and strategy.
  • Assist in drafting conference presentations and speeches related to LHD for the head of unit or the Chief of Mission;
  • Prepare for, participate in and follow-up on meetings/conferences in the field of labour migration on behalf of the organization;
  • Any other tasks as may be required.

Required Qualifications and Experience

Education

  • Bachelor’s degree (or higher) in economics, social science, law, international relations or related field from an accredited academic institution with minimum 1 (one) year of relevant professional experience

OR

  • High school degree with minimum 3 (three) years of relevant professional experience

Experience and skills

  • Working experience in the area of project management, implementation, reporting and monitoring and evaluation of projects;
  • Experience in migration projects/policies is an advantage;
  • Experience in liaison with the private sector, non-governmental organizations, national, regional and international authorities and institutions is an advantage;
  • Any experience with regards to diaspora lead projects or diaspora engagement initiatives is considered an advantage;
  • Previous knowledge in the field of migration/ Human resources is an advantage;
  • Strong organizational and time-management skills;
  • Ability to work independently;
  • Entrepreneurial, pro-active attitude;
  • Strong team player; strong inter-personal and communication skills.

Languages

Fluency in English and Dutch is required. Knowledge of French is desirable.
