Job Developer/Counselor (grant-funded) Regular Part-Time/New Kensington
Job description
Westmoreland County Community College is seeking qualified applicants for a regular part-time Job Developer/Counselor position at the college's New Kensington Education Center. This position is responsible to establish and develop effective relationships with business, industry, and public-service agencies and for the development of job-search seminars, workshops, etc. to enhance employment opportunities for the unemployed older worker and to aid them in improving their job-search/interviewing skills.
This position works up to 19 hours/week and the schedule will vary Monday – Friday, between the hours of 8:00 a.m. – 5:00 p.m. and the pay rate is $17.40/hour. This is a grant-funded position. We offer an excellent benefits package that includes:

Requirements include:
- Associate degree in business, public administration, psychology, gerontology, or a closely-related field required.
- Two (2) years of work-related experience required.
- Experience in employment services or aging programs preferred.
Job Responsibilities include (but are not limited to):
- Recruit participants for the Senior Community Service Employment Program and determine eligibility.
- Recruit employers and training sites for successful matches between participants and the site. Perform regular and necessary safety inspections.
- Establish, develop, and maintain ongoing communication with business, industry, non-profit and public-service agencies that will connect program participants with community services, business/industry training, and unsubsidized employment.
- Assists participants in identifying skills, interests, and developing employment/training plans and service strategies to address their needs.
- Provide appropriate counseling and related supportive services to participants to screen and facilitate their placement in unsubsidized employment and/or adjustment at participating worksites. Track participants who exit for employment and obtain and record wage information.
- Make quarterly visits to participant training sites; and gauge skill development of enrollees.
- Maintain working knowledge of established guidelines in order to meet performance measures set by the National Council on Aging, PA Department of Aging, and the U.S. Department of Labor.
- Complete and maintain enrollee files including Human Resources and grant paperwork for participants. Complete all related paperwork to ensure compliance with the NCOA, AAA, and Department of Labor requirements.
- Oversee and review work of program trainees based at education centers.
- Provide program orientation for both participants and training sites.
- Develop and execute periodic seminars for participants and supervisors.
- Complete monthly and quarterly reports for the College and grants.
- Enter data into the Senior Community Service Employment Program (SCSEP) database and other related databases.
Successful candidate will be required to obtain/provide the following clearances prior to hire:
- PA Child History clearance
- PA Criminal Record Check clearance
- FBI Federal Criminal History Record
