The Office of Conflict, Resolution and Policy invites applications for an Investigator to independently plan, conduct, and document formal investigations, in accordance with University Policy and state and federal law. This includes conducting thorough and unbiased investigations into allegations of discrimination, harassment, sexual misconduct, and retaliation. The Investigator functions as a key member within the Office of Conflict, Resolution, & Policy (“CRP”), which is responsible for University compliance with state and federal civil rights law.


The Investigator position furthers both the University’s Enterprise Risk Management Plan and Diversity, Equity, and Inclusion Plan by creating expanded expertise, capacity, and depth to appropriately address campus reports of protected-class discrimination and harassment and elevated campus conflicts.

The position reports to the Director of Resolution & Policy, but will work closely with the AVP and Directors/Coordinators within the Office of Conflict, Resolution, & Policy

Duties and Responsibilities:

  • Independently plan and execute prompt, thorough, impartial, and legally compliant investigations from start to finish, in accordance with applicable UM Policy and Procedure and federal regulation.
  • Utilize law and best practice to effectuate communications, interviews, evidence collection, and analysis in accordance with applicable UM Policy and Procedure.

  • Draft detailed, unbiased, thorough, and high-quality documents on behalf of EO/TIX, including but not limited to: routine correspondence, notices, witness summaries, preliminary investigation reports; final investigation reports, informal resolution agreements, and appeal summaries.

  • Understand and take appropriate compliance action regarding intersecting federal and state civil rights law and higher education legal obligations, including but not limited to FERPA, Clery Act, VAWA, and the First Amendment.

  • Work both individually and as part of the CRP team to implement current and emerging best practice in investigation process and procedures.

  • Work to build a culture of respect and concern for all members of the UM community.

  • Other internal duties as designated in line with CRP objectives and jurisdiction.

Position Details

  • Position is full-time, 1.0 FTE, MUS Contract and includes a comprehensive and competitive benefits package including Insurance package, mandatory retirement plan, partial tuition waiver, and wellness program.
  • Salary for this position is $68,000-$71,000 per year commensurate with qualifications.

Required Qualifications

  • Bachelors degree with the ability to demonstrate its applicability.
  • Demonstrated knowledge of and ability to interpret federal, state and local equal opportunity, civil rights, and non-discrimination laws and regulations that apply to the employment and educational settings at a public university (e.g., the Americans with Disabilities Act of 1990, Section 504 of the Rehabilitation Act of 1973, Title IX of the Education Amendments of 1972, the Violence Against Women’s Act, the Federal Education Rights and Privacy Act, the Freedom of Information Act, Titles VI and VII of the Civil Rights Act of 1964, Clery Act).
  • Excellent communication (written and oral) and critical thinking skills, including the ability to problem solve, analyze, summarize, and effectively present data in a clear, concise, sound, and supportable fashion.
  • Demonstrated organizational, planning, and time management skills with a preference for the ability to manage a high-volume case load with competing deadlines and priorities.
  • Demonstrated experience working with people from diverse backgrounds with high conflict situations such as civil rights investigations, employee/labor relations, student discipline, and/or law enforcement proceedings.
  • Demonstrated computer proficiency, including Microsoft Office Suite.

Preferred Qualifications

  • An advanced degree in a related field (for example M.S.W., J.D., M.Ed. or other relevant degree).
  • Demonstrated experience in legal/compliance writing and analysis.
  • Experience working with diverse populations in a higher education setting.
  • Sensitivity to and thorough understanding of the impact of trauma on individuals and the impacts on process access and cognitive ability.
  • Prior completion of civil rights-based investigator training by a nationally recognized organization (NACUA, ATIXA, EEOC).
