Job Duties

The Virginia State Police is currently advertising an Intelligence Analyst Senior position in the Bureau of Criminal Investigation, Special Investigations and Programs Division (SIPD), HEAT/Insurance Fraud Unit, North Chesterfield.

SIPD is a multifaceted Division within the Bureau of Criminal Investigation that includes management of the Help Eliminate Auto Theft (HEAT) and Insurance Fraud Programs (IFP). This position will support these programs by receiving hotline tips and reports of auto theft and insurance fraud related activity, entering data into appropriate databases, and providing analytical services and assistance to special agents conducting related investigations. Additionally, this position will work closely with insurance industry special investigative unit personnel, prepare statistical reports, and participate in related public relations events to educate citizens on auto theft and insurance fraud preventive measures.

  • Receives, compiles, and reports information.
  • Queries a variety of databases regarding notifications to determine the scope of possible insurance fraud and/or vehicle theft.
  • Enters insurance fraud and vehicle theft-related intelligence or referrals into the Law Enforcement Activity Management System (LEAMS).
  • Forwards LEAMS files to the appropriate field office or supervision.
  • Prepares reports related to findings.
  • Maintains access to all necessary online analytical databases.
  • Receives, compiles and presents insurance fraud statistical data.
  • Assists the field offices by reviewing and organizing insurance fraud and vehicle theft referrals received from the insurance industry.
  • Answers the program-related toll-free telephone hotlines.
  • Answers the toll-free Help Eliminate Auto Theft (HEAT) program telephone hotline.
  • Gathers, maintains, and analyzes statistical data to determine trends, patterns, and/or the scope of insurance fraud and vehicle theft.
  • Maintains databases of HEAT program initiatives.
  • Prepares specialized, accurate reports on insurance fraud and vehicle theft.
  • Prepares statistics and data to support reports.
  • Verifies source information before reporting.
  • Presents reports to supervision.
  • Works closely with the IFP/HEAT marketing firm to provide statistics and assist with preparing written or digital reports as necessary.
  • Assists in the preparation and presentation of complex cases for court by preparing flow charts and timeline reports.
  • Reviews records and files to detect systems used to conduct insurance fraud and vehicle theft.
  • Presents findings in visual format to support theories of criminal conduct.
  • Explores and evaluates new analytical systems and sources of information that may assist with court preparation and/or presentation.
  • Receives, compiles, and ships orders for promotional items; and maintains database.
  • Assists with updates and/or corrections to the IFP and HEAT websites.
  • Serves as co-administrator for the HEAT and IFP social media accounts.
  • Participates in various HEAT and IFP public events.
  • Attends meetings, solicits information from other state and local law enforcement agencies, and responds to analytical inquiries from other agencies as necessary.
  • Disseminates insurance fraud and vehicle theft statistical information to other state and local law enforcement agencies.


Minimum Qualifications

  • Working knowledge of research techniques and methodology and data collection techniques; and knowledge of report writing to include grammar, punctuation, and organization of data.
  • Skill in the use of personal computers and use of database programs and software applications including Microsoft Office Suite.
  • Demonstrated ability to research and apply appropriate analytical and evaluation techniques and to formulate conclusions and provide recommendations; the ability to interpret and follow oral and written instructions; the ability to communicate effectively in English both orally and in writing; the ability to input data and develop special projects and ongoing projects through innovative computer usage; the ability to work independently; and the ability to establish and maintain effective working relationships with colleagues, insurance investigative representatives, law enforcement agencies and representatives, supervisors, and the general public.
  • High school diploma or GED equivalency.
  • Must be Virginia Criminal Information Network (VCIN) certified or ability to become certified within three months of hire (requires U.S. citizenship or lawful resident of the U.S. for the past 10 consecutive years).
  • A valid driver’s license required.


Preferred Qualifications:

  • Graduation from college with coursework in criminal justice, business administration or a job-related curriculum preferred.
