OIC CAREER OPPORTUNITY

The Office of the Insurance Commissioner (OIC) is seeking a motivated and qualified individual to fill an Insurance Technician 3. This position is assigned to the Rates, Forms, and Provider Networks Division, located in our Tumwater office.

This position is responsible for performing senior-level paraprofessional work by researching, examining, and evaluating rate, rule, or contract filings for acceptance.

This is a Washington General Service position. The monthly salary range for this position is $3,024 - $4,013. Wage/salary depends on qualifications or state rules of compensation (if currently a state employee).

Duties

Reporting to the Management Analyst 4, this position performs senior-level paraprofessional work by researching, examining, and evaluating rate, rule, form, and provider contract filings for acceptance.


  • Examine and research complex provider contract, rate, rule and form filings to verify they meet OIC filing policies/procedures and statutory and regulatory requirements.
  • Independently determines type and line of insurance (Health & Disability, Life and Annuity, and Property & Casualty) and type of provider contract (template, negotiated, intermediary) and audits filing for completeness.
  • Evaluate all associated rate, rule, form, and provider contract filing incoming correspondence to determine whether it qualifies as a change of effective date, additional information, corrected pages, film sheet, filing withdrawal or response.
  • Receive insurance filings through SERFF (on-line filing system). Analyze new filings for acceptability. Rejects or accepts SERFF filings.
  • Reviews SERFF API report on a daily basis. Processes fully negotiated large group major medical rate filings by updating the SERFF and SIMBA (database system) records with final action status.
  • Explains insurance rules, regulations and procedures, answers detailed questions, and resolves problems involving insurance rate, rule, form, and provider contract filings.
  • Prepares, transfers, and indexes SERFF PDF documents to AX (document storage system) for record retention.

Qualifications


  • One year as an Insurance Technician 2;

OR
  • Two years as an Insurance Technician 1;

OR
  • Four (4) years of clerical experience working in a customer service role answering questions regarding agency processes, procedures, and other inquiries.

Preferred Qualifications:
  • Knowledge of insurance statutes and regulations, insurance requirements and procedures, office practices, correspondence preparation, and departmental policies.
  • Ability to write and speak clearly and effectively in order to answer specific questions related to insurance procedures, RCWs & WACs.
  • Basic level Microsoft Office skills (Word, Excel, Outlook)
