Basic Function
This position coordinates stationary equipment inspection program for their area of assignment. This includes providing daily support to units/areas, co-coordinating the on-stream inspection program and assisting in the development and execution of the inspection scope for the turnarounds. The incumbent contributes to the special reliability programs such as Corrosion Under Insulation (CUI), Above Ground Storage Tanks Inspections (AST) etc.
Roles & Responsibilities
- Ensure all fixed equipment Mechanical Integrity activities meet or exceed the corporate and local requirements
- Perform RAT and RVIFT analysis, develop inspection plans, coordinate inspections, evaluate inspection results, develop run/repair/replace recommendations, track inspection recommendations to closure and keep all inspection data current, evergreen and completed by due date
- Interface with and support maintenance/reliability/MI engineers, RBI inspectors and the CUI group regarding concerns or deficiencies found on equipment
- Optimize inspection plans to improve plant reliability and cost associated with fixed equipment maintenance by incorporating RBI, site turnaround strategy, similar service equipment from other sites and applying of non-intrusive inspection methodologies, where applicable
- Ensure efficient use of contract resources to complete equipment/piping inspections and review inspection reports for accuracy
- Support Equipment Deficiency Risk Management (EDRM) teams. Performs level 1 assessment using API 579 standard for all damage mechanism except for crack like indications. Engage other technical resources as needed.
- Develop Inspection Test Plans (ITP) and Perform QA surveillance of stationary equipment maintenance work to ensure compliance with the requirements. Creates, reviews and/or approves repair plans to correct non-conformances.
- Ensures compliance to all maintenance procedures, Channelview site specific procedures and standards, and ASME codes
- Ensures all potential overdue inspection deferral forms are composed, submitted, and approved before the due date
- Perform as the mechanical integrity lead for outages and turnarounds developing stationary equipment inspection and repair scopes. Finalize inspection plans and field inspection packages for each scope item.
- Participate in incident investigations and Root Cause Failure Analyses
- Coordinate periodic dialogs with maintenance, operations, team leads, and PMCs to discuss inspection issues in their assigned areas
- Utilize inspection management systems (Meridium, UltraPipe, RAT, RBI, RvIFT) effectively
- Review Global Asset Integrity Standard (GAIS) for Fixed Equipment for Operational Excellence, corporate inspection
Min. Qualifications
- A high school or two year technical degree with a minimum of 3 years stationary equipment inspection experience in the refining, petrochemical or chemical process industries is required.
- Individual must have a basic knowledge of mechanisms leading to equipment failure such as corrosion, erosion, chloride stress corrosion cracking, fretting, etc.
- At least two API or AWS (API-510, 570, 653 and AWS-CWI) certifications are required.
- The individual must be certifiable as Level II NDE technician to perform MT, PT, VT and RT (film interpretation).
- Good knowledge of inspection and repair requirements in API, ASME, NBIC and state/local regulations (such as boiler codes/laws) is required.
Preferred Qualifications
- NACE Corrosion Technician certification (one course) is desired
- Performing RBI analysis in accordance with API 580, developing inspection plans, coordinating/performing API/CWI inspections, evaluating inspection results, developing run/repair/replace recommendations, tracking inspection findings/recommendations to closure and evergreening RBI.
- Using computer based inspection management system (tools such as Inspection Manager, UltraPipe and Condition Manager etc.) and maintaining inspection files.
