Under the direction of the principal, the Individualized Education Program (IEP) Facilitator provides leadership to ensure compliance with federal and state regulations governing the special education process and procedures. The incumbent of this position will assist staff in understanding the special education referral process, specially designed instruction and disciplinary procedures and other special education processes.

Detailed Description


DUTIES & RESPONSIBILITIES:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

  • Organizes and chairs Individualized Education Program (IEP) meetings to include the development of an annual review and reevaluation master calendar for all case managers and related service providers in the assigned school(s) to ensure special education processes and timelines are implemented;
  • Monitors the delivery of specially designed instruction, including participation in collaborative planning meetings and the implementation of reading and mathematics interventions, accommodations, program modifications, supplementary aides and related services;
  • Oversees the IEP process in accordance with federal and state regulations by supplemental documents (e.g. text-to-speech eligibility tool, alternate instructional framework eligibility tool, academic assessment reports, Extended School Year documents) prior to sending documents to parents/guardians;
  • Ensures that monthly forms are completed and submitted (e.g. special education accountability checklist, dedicated aide tracking forms, least restrictive environment forms, Medicaid forms, etc.) electronically to Special Education Instructional Specialist (SEIS) or appropriate office(s);
  • Monitors the dissemination and review of quarterly progress reports for each student receiving special education services and completes any corrective actions as a result of IEP audits, state complaints or due process filings;
  • Consults with Special Education Instructional Specialist (SEIS), Compliance Specialist? and/or other Department of Special Education staff as needed;
  • Attends all required meetings and conducts monthly meetings to provide training and share special education updates or procedures;
  • Collaborates with school staff to maintain an updated list of all students receiving special education services in the building;Attends ongoing professional development; and;
  • Performs other duties as assigned.


Job Requirements


QUALIFICATIONS:

The requirements listed below are representative of the knowledge, skill, and/or ability required.

  • Knowledge of federal and state regulations governing special education processes to include specially designed instruction, teaching methodology, evidenced based practices/strategies, alternate instructional framework, disciplinary procedures, and behavior management for students with disabilities;
  • Knowledge of the Maryland College and Career-Ready Standards, state and district assessments, and the ability to apply them to curriculum, classroom instruction and IEP process as appropriate;
  • Knowledge of district curriculum, text resources and classroom materials to ensure the delivery of specially designed instruction (e.g. instructional/assessment accommodations, modifications, supplementary aids and related services) and to provide support to general and special education teachers;
  • Proficient in using the Maryland Online Individualized Education Program (IEP) system;
  • Strong communication and leadership skills; ability to work collaboratively with administration, staff, students and parents;
  • Proficient in the use of Microsoft applications (e.g. Word, Excel and/or PowerPoint) and the Google suite;
  • Ability to provide peer coaching on academic and behavioral strategies to support student academic achievement;
  • Possesses the personal qualities of being resourceful, resilient and collaborative; and
  • Ability to integrate technology into curriculum.

EDUCATION AND/OR EXPERIENCE REQUIREMENTS :

Bachelor's degree from an accredited college or university in an educational field required. A minimum of five (5) years of successful teaching experience having taught students with disabilities required.

CERTIFICATION REQUIREMENTS:

Holds or is eligible for a Professional Certificate in Special Education issued by the Maryland State Department of Education.

SUPERVISORY RESPONSIBILITIES:

No direct supervisory responsibilities.

While performing the duties of this job, the employee may occasionally push or lift up to 25 lbs.
