This role will specialize in managing a diverse workforce with an emphasis on government contracting, Service Contract Act (SCA), and multi-state locations. As an HR leader, you will serve as the focal point for hands-on operational HR matters and will provide support and guidance on performance management, training and development, employee engagement, benefits administration, and the full employee lifecycle.

Core Responsibilities
  • Provide day-to-day operational HR guidance in the areas of policy interpretation and implementation, staffing and recruitment, compensation and total rewards, employee relations, affirmative action/EEO, workforce development, performance management, and training to achieve the best possible business solution.
  • Ensure a strong understanding of laws and regulations to help the company stay in compliance in all states of nexus.
  • Work with a third-party vendor to complete all required federal and state compliance filings i.e. EEO-1, 5500, Vets 4212 etc.
  • Assist in the performance of scheduled audits of HR files and records to ensure all required documents are collected, completed, and filed appropriately.
  • Work with the Head of HR in the development and interpretation of personnel policies and procedures and provide daily HR operational support to employee inquiries.
  • Partner with talent acquisition to build a sustainable pipeline of talent for current and potential contract wins. May be required to support the interview process during hiring surges.
  • Participate in the Request for Proposal (RFP) process and provide HR information and expertise related to proposals staffing and compensation bid strategies.
  • Assist the Head of HR with the interactive processes involving FMLA, ADA, and Workers’ Compensation claims.
  • Support the administrative aspects of various company initiatives, but not limited to, benefits education, EAP awareness, safety plan compliance, training requirements, employee/management communications, and coordinating meeting and events.
  • Act as liaison for employees to the payroll department and address pay-related issues.
  • Execute the overall project plan and calendar to support our performance management process including goal setting, quarterly check-ins, and year-end performance reviews including providing support and training to staff and managers.
  • Serve as backup and/or provide support to other HR team members to ensure continuity of all HR functions.
  • Perform additional ad hoc duties within area of practice to help drive our Vision, fulfill our Mission, and abide by our organization's values.

The Ideal Candidate Qualifications
  • Ability to deal with constantly changing demands, frequent interruptions, and scheduling changes while remaining organized and seeing projects through to completion.
  • Sound knowledge of federal, state, and local employment laws and regulations to ensure compliance.
  • Knowledgeable of employee benefits including experience with all aspects of open enrollment administration, ACA filings and RXDC etc
  • Experience with compensation analysis, salary surveys, pay bands is a plus.
  • Experience leading and assisting with the implementation of training and development initiatives for team members including conducting the training.
  • Complete know-how of talent recruitment processes.
  • Experienced with Affirmative Action Plan, EEO-1, Vets 4212 filings.
  • Confident with your ability to conduct workplace investigations and elevate concerns.
  • Complete understanding and familiarity with Human resource management software and tools like application tracking systems, payroll management systems, and talent acquisition tools. ADP a plus.
  • Possess verbal, presentation, and written communication skills at the level of proficiency required to be effective with senior leaders.

Education: Bachelor's degree in human resources, sociology, psychology, business administration, similar field or possess relevant experience.
Experience: 10+ years of experience supporting HR within the federal contracting world.
Certification(s): Required SHRM CP or HRCI PHR
Clearance: Applicants selected may be subject to a security investigation and may need to meet eligibility requirements for access to classified information.
Location: Hybrid, 3 days a week at corporate headquarters in Manassas, Virginia.
