The Morgan County School District is seeking a Director of Human Resources.


Position Summary

Responsible for directing all recruitment efforts, workforce development, hiring processes and performance evaluation systems; training; and, advising administrators in labor and employment matters including district, State and Federal policies and regulations related to employment matters.


Essential Functions/Responsibilities

  • Assist in the implementation of Board of Education policies related to general operation of the district and its personnel.
  • Collaborate with the superintendent of schools and other administrators in the determination of needs for staffing positions, job descriptions and relevant qualifications.
  • Direct the hiring of district staff, includes overseeing personnel requisitions and job postings, screening and interviewing processes, reference checks, criminal background checks, job offers based on established pay schedules, initial communication regarding employee orientation, denial of employment and facilitation of the principal and administrator hiring process.
  • Conduct salary surveys to provide accurate data to Board of Education and Superintendent on current pay scales.
  • Train and advise principals and supervisors on staffing budgets, staffing plans, viable applications, and hiring decisions.
  • Train and advise administrators in labor and employment matters including employee performance evaluations, growth plans, remediation plans, and dismissal; employee discipline and documentation; compliance with BOE policy, Federal and State laws, and the Master Agreements.
  • Recruit new staff to the District by attending job fairs and conferences, developing promotional materials, reviewing resumes, presenting at area colleges.
  • Stay current with State and Federal laws, their provisions, and their relationship to public school education, instructional, ancillary and support personnel.
  • Participate in negotiating formal agreements with the Board recognized personnel associations.
  • Provide leadership in the implementation of negotiated agreements, including but not limited to salary schedules, leaves, and grievances.
  • Assist and support other administrators and staff in developing and maintaining processes, procedures and communication with representative agencies dealing with issues such as Workers’ Compensation and unemployment.
  • Represent District in unemployment hearings, providing accurate and complete information to vendor prior to hearing and giving accurate and complete information as testimony for District.
  • Communicate effectively with personnel and community.
  • Assist in developing, publishing, implementing, monitoring and periodic reviewing of the district’s strategic plan.
  • Maintain professional competence and growth through participation in district provided and self-selected staff development opportunities.
  • Participate in budget planning related to personnel recruiting, hiring, salaries, benefits and general operation of the human resource department.
  • Chair for District Safety Committee, Certified and Administrative Sick Leave Bank Committees. Ensure consistent application of programs.
  • Perform other tasks and responsibilities as needed for the efficient administration of the district’s instructional program or as assigned by the superintendent for any other purpose.

Education / Preferred Qualifications

  • Master’s Degree preferred with emphasis in business, communication, human resources or related field.
  • SPHR preferred.
  • Minimum of five current years of experience as a human resources professional.
  • Minimum of two years of employee relations, compensation and benefits experience.
  • Public School Education background preferred.

Position Details


Salary Range - Commensurate with education and experience.

Work Year - 261 days (Full-time / Year-round)
