Your Specific Responsibilities:
This position requires the ability to take policies and procedures and direct Clinical Administrative Support Services (CASS) staff activities for the Florida Department of Health in Miami-Dade County (FDOH-MD). The incumbent performs a variety of clerical duties related to CASS and Refugee Health Assessment Program (RHAP). The incumbent is cross trained across all clinical programs. The incumbent will be for all supervisor duties, including, but not limited to, hiring and selection, developing performance plans, conducting performance appraisals, planning, and directing work, approving leave, and taking disciplinary actions as appropriate. Incumbent will adhere to the Health Insurance Portability and Accountability Act (HIPAA) and information security regulations set by FDOH to ensure confidentiality and privacy of the client and health information. The incumbent must work in collaboration with the CASS and RHAP management team, be self-motivated, exhibits excellent customer service and work with a limited amount of supervision. This position works under the direct supervision of the Operations and Management Consultant II.
Responsible for the supervision of the CASS staff and activities of the front desk, appointments, registration, eligibility, PEPW, medical records, cashiering and fiscal/billing activities and ensuring adequate clerical support. Supervises the financial eligibility determinations process and the clerical activities assigned to the front office. As supervisor the incumbent will: motivate employees to improve the quality of work performed. Plan work schedules, workflows, deadlines, work objectives and time utilization with employees. Evaluates employees through establishing evaluation criteria and responsibilities. Meeting regularly with employees to ensure the established criteria are met. Trains employees in methods for performing an effective and efficient job. Communicates on a regular basis with employees both individually and in staff meetings. Prioritizes work and assigns to employees.
The incumbent will perform as an expert in all CASS and RHAP functions such as back up to the front desk, answering telephones, making appointments, client registration, cashiering, income verification and eligibility. When needed, the incumbent provides direct CASS and RHAP services to clients. Adheres to established policies and procedures. Reviews cash collection reports at close of each day. Oversees the accurate handling and recording of cash receipts, day sheets and bank deposits. Maintains proper control of all cash receipts functions. Audits encounters and receipts for accurate data for billing. Audits Q-FLOW system, Electronic Health Records (EHR) compliance with policies and procedures and submits comprehensive programmatic and health center reports. Incumbent will establish good rapport with staff and clients and ensures positive customer service.
The incumbent is knowledgeable in FDOH, and FDOH-MD policies, procedures, processes and programmatic requirements related to all CASS and RHAP functions. Ensures compliance with regulations governing the release of information. Ensures that records requested are sent timely.
Coordinates and supervises the CASS functions of cashiering/billing. Remains cross trained in all supervisory duties and supervises operations delegated in the absence of another supervisor. When needed, performs cashier supervisor duties.
Provides client centered, cost effective, systematic Public Health Clinical Services with efficiency and service excellence. Oversees customer satisfaction process for CASS and RHAP, resolves and documents customer and staff concerns. Utilizing business results, quality performance reviews, and quality tools, continuously monitors operational activities and client services for quality and efficiency. Communicates and addresses issues identified.
Coordinates with program managers and clinic staff to implement systematic policies and procedures within the health Centers and throughout FDOH-MD. Leads/participates in workgroups to develop or improve processes/procedures. Trains staff to perform work duties and on policies and procedures.
Performs other related duties as assigned.

Qualifications:
Minimum –
Professional experience in cash collections, fiscal/billing activities, experience working with Electronic Health Records, experience conducting fiscal/billing audits.
Preferred –
The incumbent in this position is preferred to be bilingual in English and Spanish or English and Creole.
