The Community Health Center Network (CHCN), sister organization to the Alameda Health Consortium, is made up of the eight federally qualified community health centers in Alameda County. CHCN functions as the managed care MSO for our health centers, contracting with the Alameda Alliance for Health and Anthem Blue Cross. In order to help our health centers meet their missions of providing the best possible care to their communities, we also provide a broad range of training, technical assistance, quality improvement, information technology, and data analytic services.

Classification: Exempt
Status: Regular – Full Time
Salary Range: $91,000 to $109,800 yearly
Candidate must be willing to have primary residence in California. For licensing and tax purposes, we are unable to hire candidates residing outside of the state of California starting on the date of hire.
POSITION SUMMARY
The Health Informatics Manager is responsible for helping to lead CHCN and its member health centers with the planning, implementation, and optimization of technology in support of improved patient care.
The position provides strategic oversight and support of Epic optimization projects benefiting health centers and CHCN staff using the Epic electronic health record (EHR). The Manager will work closely with staff at the Epic host organization, OCHIN, as well as with health center informatics leads, vendors and other key stakeholders.
Collaborates with quality and analytics staff on achieving the quintuple aim of improving population health, enhancing the care experience, reducing costs, addressing care team burnout, and advancing health equity.

Key responsibilities of this position include project management and technical leadership for EHR innovation and optimization projects, representing the interests of CHCN, AHC and member health centers on all relevant EHR/IT projects and workgroups.
Responsible for end-to-end project development and roll out of software or hardware necessary to support innovation in patient care and enhanced information management, including review, recommendation, obtaining buy-in, occasionally securing funding, as well as working with various entities to support implementation and maintenance. This includes determining workflow where applicable and resolving issues during implementation and in maintenance phases.
Manager will establish expectations, monitor milestones, and support roll out of new functionality across the CHCN network. Maintain and foster open lines of communication among all internal and external stakeholders, supervisor, and end users. Utilize multiple training and delivery skills in the training process, with an understanding of various learning styles.
Supervise health informatics staff. Provide mentorship, direction and support for ongoing and ad-hoc projects related to data governance, health information exchange, EHR and support systems upgrades, issues, and new build requests.
Lead or support health informatics related health center workgroups as appropriate. Develop general reports or dashboards as needed.
Enforce policies and procedures, including maintenance of client confidentiality, to ensure that the principles of CHCN are implemented.
Foster an environment that promotes trust and cooperation among clients and staff. Accountable for participating in decision making process and understanding the outcome(s). Understand values and principles of CHCN and applies them in work responsibilities. Participate in outreach activities, agency advocacy, and serves on ad hoc committees, as requested.

SUPERVISORY RESPONSIBILITIES
Supervision of all members of the Health Informatics team
MINIMUM QUALIFICATIONS
- Electronic Health Records specific knowledge. Epic ambulatory models preferred. Must have the ability to quickly learn the capabilities of software in use.
- Must be able to analyze information systems and data flow; creatively problem solve how best to exchange information between existing information systems.
- Must be able to use available software to create and modify a variety of clinical reports, as needed and specified.
- Background in working directly with physicians, mid-level clinicians and clinic support staff. Comfort in working with health center leadership, external partners, and industry leaders.
- Background in medical terminology and workflow. Experience working in a clinical or healthcare setting preferred.
- Experience with Microsoft Office and related products. Proven knowledge required in operating systems, database, spreadsheet and word processing. Proven ability to train users in software applications.
- Able to take the initiative and follow up on tasks with minimal supervision. Must be detail oriented.
- High interpersonal skills including demonstrated ability to relate well with others in the execution of duties. Excellent verbal and written communication skills.
- Knowledge of HIPAA security and privacy issues.
- Dedication to CHCN’s mission and to exceptional care for safety net populations.
- Five years related experience.
CERTIFICATES AND/OR LICENSES
Bachelor’s Degree with major concentration in Health Informatics, Information Systems, or related field, with a combination of experience, training and certification. Master’s degree preferred.
