OVERVIEW

The project manager shall coordinate with OSSE for the creation of the grants landscape analysis and go-forward recommendations to support the strategic initiative to strengthen and simplify the agency’s approach for distributing, administering, and monitoring grant funding. The project manager shall support with project management of the initiative, external stakeholder engagement, cross agency team meetings, and research of practices at other state education agencies (SEAs).

QUALIFICATIONS

  • The project manager shall have two or more years of professional experience managing federal grants and supporting operational and strategic planning.
  • The project manager shall be proficient in using Microsoft Office software, including Word, Excel, PowerPoint, and Teams. Project manager shall have the skills needed to track and analyze large quantitative and qualitative data sets.
  • The project manager shall have two years or more experience with using online workflow and tracking systems, such as Smartsheet.
  • The project manager shall have two years of professional experience in operations and planning of strategic initiatives with strong verbal and written communication skills that are audience focused. They shall also have strong attention to detail and a desire to achieve thoroughness and accuracy when accomplishing tasks.
  • The project manager shall have two years of professional experience in leading strategic initiatives, including conducting in stakeholder engagement activities such as designing and facilitating feedback sessions, managing listening tours, survey creation and analysis, and empathy interviews.
  • The project manager shall have a bachelor's degree or master’s degree in education, finance, public policy, communications, business, or a related field.

REQUIREMENTS

  • Project manager shall create, track, and update a project plan for all deliverables, meetings and other milestones related to completion of the initiative.
  • Project manager shall create materials for, take notes during and track follow ups from cross agency meetings.
  • Project manager shall interview internal stakeholders (e.g. teams that execute grants management related work) to document and synthesize the current state of grant management systems at OSSE, including monitoring, evaluation and operational grants administration.
  • Project manager shall create and execute a plan for external stakeholder (e.g. grantees that receive awards from OSSE) engagement, utilizing focus groups, empathy interviews and/or surveys, to collect and analyze stakeholder feedback on the current grant management processes at OSSE.
  • Project manager shall research and document best grant management practices at other state education agencies (SEA) by reviewing websites, publications, interviewing staff at other SEAs and/or leading group convenings of SEA staff.
  • Project manager shall prepare initiative-related communications for internal staff and external stakeholders.
  • Project manager shall report weekly to their supervisor on the progress and status of their work.
  • Project manager shall submit their hours works to their supervisor on a weekly basis.
  • Project manager shall complete work remotely. Project manager shall be required to attend regular virtual meetings with their supervisor and team, as scheduled. Required virtual meetings shall be scheduled between the hours of 9 a.m. and 5 p.m. EST with 24 hours’ notice or more.
  • Project Manager shall complete training on data privacy and cyber security and use technology is accordance with District government and OSSE policies.
  • The Project manager shall provide clean and acceptable background checks before any employee is placed. OSSE approval must be provided before any placement if the background check uncovers negative information.

Job Type: Temporary

Pay: $42.00 - $52.00 per hour
