Government Operations Advisor plays a critical role in delivering compliant enterprise Government oversight, risk and strategy by leading and executing programs and initiatives providing compliant and strategic value for Cigna Government Operation (GO). The operations environment is highly regulated in the Government business. We have various controls, audits, regulations, grievances and daily CMS bulletins our organization must be ready and prepared to understand the operational impacts and respond. Government Operations is seeking a highly motivated and organized Business Project Advisor to join a dynamic cross-functional, shared service team responsible for leading the delivery and management of programs and projects focused on minimizing compliance risks across Cigna's core Government business areas. The Business Project Advisor role is accountable for overseeing the GO oversight and implementation needs and is responsible for operational compliance delivery including new regulatory implementations, risk analysis, issue detection and management, in addition to leading risk mitigation and issue remediation initiatives or projects.RESPONSIBILITIES:
Manage and drive fulfillment of regulatory activities by engaging and partnering with key stakeholders from Regulatory, Compliance, and functional Business Units. Lead and support the identification, removal, or escalation of barriers.
Lead and participate in internal operational review and execution of compliance programs and projects to ensure scope, timing and budget are defined, communicated and executed with appropriate change controls as needed.
Manage a set of business processes as part of GO’s compliance operating model, which includes driving or supporting compliance program improvements, periodic assessments of governance processes to maintain efficiency and effectiveness and identifying opportunities to redesign or sunset business processes to improve compliance and operational value.
Stay abreast of the regulatory environment and facilitate information sharing between Cigna's Commercial and Government business to increase awareness of external requirements and operational alignment opportunities. This includes development of operational trends and themes involving forthcoming or current regulatory activities, issue identification, and remediation.
Develop metrics and reporting to measure operational value and assess performance of GO’s compliance service model.
Consult and advise business operations on compliance risk, cost impacts, and process optimization.
Gain a strong understanding of the broader portfolio work and the alignment of various initiatives to identify opportunities and barriers for mitigating operational compliance risk.
Facilitate regular meetings with key stakeholders and sponsors to expedite progress, facilitate dialogue and decision-making, provide status updates, escalate risks or issues, review scope, and prepare executive-ready communications that effectively summarize program outcomes.
Maintain a strong understanding of different approaches for execution and drive assigned work to successful completion.
Maintain evergreen calendar of upcoming deliverables and reviews as it relates to GO’s network of businesses.

REQUIREMENTS:
Bachelor’s Degree required; MBA preferred.
5 years compliance / regulatory management work experience in related field
Proven ability to function in a heavily matrixed environment.
Strong business acumen, with proven ability to leverage knowledge base to quickly come up to speed in new business areas and new types of projects.
Ability to deal with ambiguity and embrace change helping others see it as an opportunity and stay focused on goals while adapting to change.
Excellent communication skills – verbal, written, and presentation skills, with multiple stakeholders, at all levels.
Ability to foster collaboration, value other perspectives and gain support and buy-in for organizational proposals.
History of consistently delivering strong business results and balancing high-priority, long-term projects with short-term, immediate deadlines
Solid creative thinking and problem-solving skills
Comfortable with raising questions, issues, ideas or suggestions to colleagues at all levels across all organizations.
Works well with larger groups from a wider range of organizations, as well as reporting out to senior executives.
Some travel may be required (10%)

For this position, we anticipate offering an annual salary of 82,900 - 138,100 USD / yearly, depending on relevant factors, including experience and geographic location.
This role is also anticipated to be eligible to participate in an annual bonus plan.
